Yes! It's true i actually managed to fix my card which I first thought was an overheating/burnt chip problem. It was NOT the case at all. It took me about 4 weeks and MANY hours with ATI support and personal phone number from a Dell senior support tech to figure it out.
I FEEL ULTRA STUPID
They all kept saying download and install the latest chipset drivers. I would go to the intel website and get the lastest drivers from intel for my chipset and find that they wouldn't even install. <--- BIG WTF Well (heres the feel dumb part) I searched for more drivers for the chipset and hiden away in the Intel website are desktop board drivers, At some point (about 2 months ago) these drivers got completely removed, possibly with the installation of Empeyean Age although I haven't confirmed it. Heres the Steps on what I did. It worked for me see if it works for you. I know how desprate you feel (EvE was gone for 2 months <--emo rage)
*** This seems hard but follow closely and HOPEFULLY you can be cured too! ***
1. Uninstall ALL the ATI drivers, Catalyst Control Center(CCC) and TV Tuner, EVERYTHING.
2. Get a BRAND NEW Catalyst install.
3. To Find YOUR specific Chipset Go to: http://www.intel.com/support/chipsets/sb/CS-009245.htm Not framiliar with AMD Chips but I'm sure the prosess is VERY similar.
4.Processor Chipset: http://support.intel.com/support/chipsets/
5.Desktop Board ID (Download the utility to find yours) http://support.intel.com/support/motherboards/desktop/sb/CS-012681.htm
**6.Download The Desktop board (SCROLL DOWN to the bottom, all boards are listed) http://support.intel.com/support/motherboards/desktop/sb/CS-012681.htm
**7.**Tricky part** a.Go to the device manager in windows Control Panel -> System -> Hardware Tab -> Device Manager b.Under "Other Devices" There may be an "Uknown Device", my experience tells me that this is actually nothing and is a "ghost device" of sorts. DISABLE IT (should be the one with the Exclamation point if more than one exists) c. IF YOU DO NOT HAVE ANY UNKNOWN DEVICES, CONTINUE TO STEP 8
8. Reinstall ATI Display drivers When I reinstalled I only Installed the drivers first without the CCC attached. (installed later)
9. PLAY EvE, if you can now...
NOTES: **Ths comnibation of steps 6 AND 7 are what I believe to be the "cure." * MAKESURE YOU RESTART YOUR COMPUTER EVERY TIME IT ASKS

I use an x1900 with vista 64-bit. The same problem was happening before I installed the new OS. I was using XP media center.
Problem: Client crashes and goes into VPU recover Mode and eventually BSOD. I could run one client alright(sometimes) but never 2. Now I can run 4 without any hicups.
