Bounty Hunting as a profession is all but nonexistent, I for one think in a game like eve this should be a viable and fun profession.
The current system it very open to exploitation as you can see how much is on your head and get a friend to kill you and share the isk gained and there is no way to make contract killings.
My Proposal
Kill Rights/bounty Systems need Changed
1. Currently if you are killed by someone outside of 0.0 you get ôkill rightsö where you can kill them on sight without concord intervention, whereas many times if you have been killed in the first place itÆs because you lack the ships/isk/skill to kill the pirate in the first place û this means kill rights from my experience hardly ever get used.
My Idea û That upon destruction of a Civilian ship that a ætokenÆ is generated whether this be in the character sheet or an item doesnÆt really matter at this point, This token can then be taken to a bounty office and then used to place a bounty on the targets head (token must be entered into the bounty office within a certain timeframe otherwise it expires) Bounties applied to the same person will be added together to make the bounty larger.
2.The current bounty system is too transparent, you can see how much you are worth which can lead to killing yourself through various means for the cash
My Idea - The Current bounty system need to be changed so that players can't see how much is on their head but that they are just ôWantedö
3.There is currently no method of Contract Killing (passing your kill rights to others) this would make Bounty Hunting a Viable Profession.
My Idea û The bounty Office Window should be changed so that it does not list the most wanted players but a list of say 10 random bountyÆs with a next arrow to pull up another random 10, these BountyÆs can be accepted like a contract and transfer the kill rights to you for a period of say 3 days in which you have to hunt down and kill they mark otherwise the bounty is returned to the bounty office.

Issues/Concerns/Ideas òShould there be a limit to how many times the bounty can be picked up from the board. And should these be sharable with a fleet of corpmates (obviously has to be limited otherwise there would be ganksquads chasing people).
òHow would a player track a mark without having too much info and it been an easy 100m, having the player name leads to exploiting the bounty for your own gain, but without a name a system is required to locate the player and give you the name when you are in the same system as that player, Maybe a new probe? Or add a new scan option to the scanner to detect the ship/player in the system.
òShould These Contracts be acceptable as a group? (Limit to same Corp/link to skill maybe?)
òTracking the player from another Region. The use of locator agents could come in handy here or maybe a probe that is launched and will notify you of the constellation the mark is currently in, making actively go and hunt down said mark, giving the system name will just be too easy in my opinion. Once in the Constellation You are required to scan in each system û upon a scan in the same system as the mark a notification could be displayed saying ôYour mark has been identified as æThat Ebil PiwateÆ You may now attack him on sightö
Now we have two options: 1. Both Players are flagged red flashy and can engage on sight 2. The Hunter Has the First Shot and can pick an opportunity that suits him
Upon termination of the pirate payment is made to the Hunter, or if the hunter fails the Job is returned to the bounty board and his risk re assessed and then made higher.
