Unfortunately people chose to use this freedom to pee in everybodys Cheerios. After 5 years it is now far easier to pee in someones cheerios than try to acomplish anything.
Players abused the freedom CCP gave them to such an extent that the game is now stagnating. If it is allowed to continue in its present state within a few years it will have 20k subscribers all looking for the next bowl of cheerios to pee in but because they have driven their favourite cheerio eating players (carebears) out of the game they will have no targets and become bored and leave.
Most MMOs encourage people to group together. Grouping together in Eve makes you a target so people choose not to participate in the grand Cheerio peeing contest and cancel their acounts instead.
When people issue war decs with the intention of making another player cancel their account it becomes a problem for CCP. Too many players think that 'cold harsh universe' means 'devote your time to forcing other paying customers to quit'.
A few players have posted in forums that the sole intention of their War decs was to make another player cancel acounts and remove CCPs earning potential. (Not quit his corp or leave an area they are mining in but to cancel account.) CCP saw this and thought "Wtf is this?We don't want this"
So now they are going to nerf war decs.
A few people took advantage of the insurance system and indulged in low risk high reward suicide ganking. but some people decided to do this 'for lulz' because it didn't cost them anythibg to do it. Then some more people thought it would be funny and a rash of copycat suicide attacks occured. The figures for these 'for lulz' ganks reached 1000s a month and people started cancelling accounts.
So CCP nerfed suicide ganking.
In short: The players where not able to act responsibly and abused the freedoms and the sandbox nature of the game to such an extent that it is now impacting on CCPs profits.
To enable us to have more free content, hardware upgrades, new graphics etc the game must grow. to compete in an expanding market CCP want more players. More players will not subscribe and stay with the game if it becomes 'Peeing in cheerios on line'
People will tell you that 'peeing in cheerios' is not a problem but these players don't have access to the figures that CCP do so they are not qualified or informed to make such a statement.
CCP do have the facts and figures and they have deemed it to be a problem.

Is there an inexorable increase in subscribers? I don't believe there is. I think one is coming, now that Eve is advertising all over the net, but it seems to me the number of subscribers has remained relatively steady over the past year.

This. It's the moron's of the game like Nexa Necis who pushed griefing boundries to the limit that are responsible for this. Over the past couple of years I've seen her self-congratulatory back patting and boasting on these forums about making players quit after months of griefing.

Typical carebear blaming everyone else for their problems.
People quit every day, I think most of them because they can't figure Eve out. It's way too steep for a lot of players. If CCP are making changes based solely on my play style, they're wasting their time. You never see, "I quit cause Nexa griefed me!".
If CCP was wanting more revenue they could focus on retention and dumb the game down so every single player has it figured out in a few days.
People have options in this game. There are consequences in choosing certain options. You make a corp, you're subject to a war dec. No reason needed. You don't like it? Go NPC and be safe.
Or do like our targets do, make fake corps and jump non-stop. Deal with it any way CCP lets you.
I don't play with the intention of making people quit. I play with the intention of ruining their day. To some people all you have to do to ruin their day is take 100 Veldspar from them. Other people you can pop their POS. It's the same thing that's been happening in Eve since day 1. People die, people lose stuff sometimes through no fault of their own.
If you want to blame the complete carebearization of the game by CCP, then by all means, please do.

I remember seeing TQ once at 41k. Once. I think that's still the record.
I also remember seeing averages in the low 30k range during various prime times, but lately it's been around the 25kish range.

Anyway, the point is the record has been the record for a while. I don't see an inexorable increase. According do the data in that link, there was a slight bump around the first of July, and then a slope back down.
However, one is coming, and I am excited.

I hope that CCP's vision is to make the EVE universe as realistic, (acknowledging the fact that this is a sci-fi spaceship game), as possible.
For example:
I do not think that the purpose of hi-sec is to provide a non-pvp zone, I think the purpose of hi-sec is to model a civilized society.
In a civilized society, people, can and do, steal, murder, and war with each other, but there are consequences for those that engage in such activities. Nothing that CCP has done, relating to hi-sec has actually prevented any of these activities from occuring.
