What missiles skills affect rockets cause i've been told missile projection doesn't so i'm not sure which do.

all except guided missile precision (and the other 5, non-rocket specialisation skills) affect them

Are rockets good only on small frigates, or they can be good on some bigger ships, cruisers for example?

They can be used on anything with a launcher.. but the problem is, range, they have a very short range and flight time, and your cruiser would need to be close enough all the time for them to be any good. WHich might affect your optimal on turrets.
I might be wrong but also damage.. I know you never mentioned your targets.. but if your up against say another cruiser then the damage might not be enough. Im a hybrid user myself, so maybe someone with more knowledge might respond. ===============================================

Rockets have a relatively small explosion radius, so are better used against smaller ships, rather than use them against a battleship, for example, where a torpedo would be better as it does more damage. But then you can't fit torpedoes on a frigate. The general rule is fit the correct size weapons on the ship you are flying. You would be laughed at for fitting rockets to a Raven.

There are assault launchers, which are cruiser sized launchers made to shoot light missiles (dont know if they shoot rockets)
They are useful for taking out smaller ships.

Rockets are craptastic. The effective range doesn't cut it. Better off using light missiles.

As a rocket specialist with all support for missles (guided and not) to level 4 I can tell you that light missles do not cut it in terms of dps because of the slow rate of fire. Also Rockets will hit small sig radius ships when lights will not.
Breakdown for standard ammo (faction or T2 will change this):
Rockets - with level 4 skills better DPS and hit of fast ships (frigs interceptors etc) and lower DPS with no hit trouble for larger ships (cruisers etc) at extremely short range (9K at best)
Light missles - with level 4 skills lower DPS and hit for fast ships but but much improved for larger ships with nice medium range (I believe upwards of 35K) and fast shot for thos faster cruisers and battleships. Yarr!!
