Part 1
Your in a gang of 6. 1 Fleet Commander, 1 Wing Commander, 1 Squad Commander, and the rest are squad members.
Fleet Commander has maxed Leadership Skills, but who do they get passed down to?
Wing Command Commander has maxed Leadership Skills with the exception of Wing Command/Fleet Command, but who does his skills get passed down to?
Squad Commander has maxed Leadership skills with the exception of squad, wing, and fleet command. Who gets their bonuses?
Part 2
The person who is set as the "booster" bossts the entire fleet, that particular wing, or only that squad? And as being the booster, do you overwrite the "commander" skill set?
Example: Booster is running 3 armor links but is a squad member. Squad Commander is runing 3 Shield links. What bonuses are handed out?

Part 1: Fleet Commander gives all his skills to everyone lower down the chain, including him/herself
Wing Commander passes down only those leadership skills that are higher than the Fleet Commander's.
Squad Commander passed down only those leadership skills that are higher than both the Fleet and Wing Commander's.
Squad Members get the best of the lot between the commanders above.
Part 2: The booster does all the boosting. In your example the Squad Commander would not give any bonuses, as they are not the booster, the squad member is.

As the above posters and link answer your questions in more detail, would just offer general rule to remember: - If your gang has at most 11 members, keep it as a squad - Keep any char with Leadership lv5 as Squad commander; the one maxed leadership as booster
After that it gets more complicated, and everyone will not get all the bonuses. And even more semi-obvious tips:
- The bonuses do matter, even those less-visible ones than speed/ranges.
- Scouts aren't good commanders/boosters: in order for bonuses the flow, everyone in the sub-structure must be in the system -> scouts tend to wander further away
- Open fleet structures are easiest to manage: it is hard for Fleet Commander to find out who has enough skills to be valid squad/wing commander -> better to let the members to figure best place for their skills
