I've gotten the idea of the "aggro trap", where the PvPer takes or adds to a miner's cargo container in order to get themselves marked as a "legal target" in hopes that you'll return fire on them (or attempt to reclaim your cargo container without realizing the threat). In either scenario, you become a legal target as well.
However, today I found myself warp locked by a cruiser that I never personally engaged. Now, it had been my understanding up until this point that theft would cause CONCORD to look the other way, but I don't understand how this cruiser was able to take such obviously aggressive action without calling down the fire. I was engaged in an exchange with another ship at the time, but they weren't of the same corporation. I used no WMDs, and never opened fire on the cruiser. Is there something I'm missing?

The ships might have been in a fleet together.
Also I'm not sure if warp disruping calls Condord or not.
Also what was th sec status of the system? .5 and below = no Concordoken -So says Xindi Kraid

Anyone can lock anyone, at any time. Locking, in itself, is not an agressive act.
The "hostile" cruiser may have been equipped with a Cargo Scanner (to see if you were carrying valuables), or maybe they were hoping that you'd freak out about being locked and fire off a shot at them (getting yourself Concorded)

The odd thing is that the cruiser would do nothing but warp lock me; never fired a weapon one. One of the players in local said something about the first ship I was engaging "repping" the cruiser to make him legal, but... what does that mean then?
And being locked doesn't phase me. It was when it engaged a warp disruptor that I started wondering "why isn't this guy exploding yet?"

useing a shield transporter or remote repai module will flag you if you use it on somone who is flagged.

First question: Are you sure he actually had you scambled? There's a trick where they drop a can called you, they then target you and the can, but put the warp scrambler on the can. The on-screen message says something like "Joe Bloggs is trying to warp scramble you". "You" being the name of the can. The best way to pick this is that the brackets blinking around the "aggressor" stay yellow. If he really warp scrambled you, they would turn red.

After the warp lock message popped up, I figured I may be in over my head and attempted to pull out. Got the friendly reminder that I was unable to warp. I'm wondering now if they would have been able to finish me (never thought I'd be glad for downtime) if I had engaged the cruiser as I was being goaded to do on the local channel.

If you were being goaded to engage the cruiser, then there's a 110% chance that he actually wasn't attacking you already and didn't have the rights to. Chances are that he flagged himself by repping the other guy (so he appeared flashy red to you), then did the "warp scrambling a can" trick to get the message to pop up. If you were unable to warp, it must have been the guy you were already engaging scrambling you - either you missed the message from him, or in the confusion you got the names mixed up when the message cam up, or something like that.
Though it's true that while other people can't join in directly, they can always remote rep the guy you're fighting, to the extent that he's invincible to you if they have enough ships/good enough skills. And sure, you can fire on the remote repping ships, but that will also give them the right to shoot back and increase the damage being done to you even more. So always be sure that if you're going to fire on a flagged player in high-sec, you can deal with the resulting situation (intelligence about the likely situation is very very useful too).

How to to get shot in highsec:
1) Stay in NPC corp 2) Don't shoot blinky reds 3) Don't haul more than twice the value (after insurance) of whatever it would cost to kill you.
However except for point #3 I do not endorse the above advice - turning the tables on would-be gankers is fun as hell and it's a lot easier to do when you're still a noob as people are much more hesitant to engage someone who's got a year or more under their belt ---

Are you SURE the cruiser actually scrambled you? Did his 'lock bracket' on the overview turn from yellow to red? This really sounds to me like it was a couple guys trying to get you concorded. -=^=-
