whats the highest sec space you can run reactions in?

You're able to run reactions in 0.7 as the highest sec-space since that's as high as you can go with anchoring a POS.

All 4 reactor arrays are limited to 0.4 and below. It even shows this on the attributes for the reactors, "Restricted Security Level" field.

Except Restricted means NOT allowed in 0.4 and higher. They are only allowed in 0.3 and lower.
You can see this on the large ship assembly array which is Restricted from 0.5 and higher. (lowsec only).
0.4 you can not react or perform moon mining, you need standing to anchor a POS and charters. It is really a bad place to anchor a POS unless that particular system is of great strategic value.

Just remember that 4.0 space can actually mean 3.85, in which case you would be good to go. Or 4.0 can actually mean 4.6 in which case obviously yer above 4.0 and cannot use it.
There are rounding bits in the sec status of a system.

False. Truesec has nothing to do with being able to anchor POS modules. The game was intended to be played with no knowledge of truesec, and thus the only thing that matters for being able to anchor certain POS modules is that little number on the top left of your screen.
Also, a 0.4 system will never have a truesec of 0.46; that would round to 0.5 any day of the week. ---

Wow lots of information most wrong, some right - just to clear it up - reactors will only anchor in 0.3 and below, so you can only do reactions in 0.3 and below. --

NO !
The game uses the sec status in the top left of the screen. It has no concept of truesec. Can you imagine how ridiculous this game would be if people didn't know the truesec (which was only originally given out due to a mistake by CCP).
If it says 0.35 in the truesec, it will say 0.4 in the top left which will mean that it is NOT anchorable.
If it says 0.34 in the truesec, it will say 0.3 in the top left, which will mean that it IS anchorable.
For best results, totally foget truesec even exists and just look at the sec status according to the ingame map. Truesec will just confuse you.
