With eyes wide-open staring at the empty void as the capsule's neural interface has bypassed his ocular nerves. Data streams pour directly into his cerebral cortex while his neural traffic is being monitored constantly on the bottom left side of his HUD. His hand twitches slightely as his synapses are flooded with nanite neurotransmitters, antagonizing the active compound of the last booster he injected.
"....Incomming transmission" flashes on his HUD. -"Activate and redirect to visual." his voice sounded with the natural reverb of the capsule.
Stretching his neck, he let a faint grin appear on previously expressionless face. -"It is complete." He muttered to himself and continued "Initiate handshake with encrypted comm channel 'Delta'"
The streams flared momentarily while new overlays appeared on his HUD, depicting signal strength, encryption status and compression ratio. -"Preparations are complete. Initiate cynosural field. Target system sent via encrypted channel 'Relay'. Estimated ETA, 5 minutes. Antediluvian out."
-"Inject Strong Mindflood booster" was his last command to the ship AI as he willed himself into a sensory-driven Gestalt...

It is based on where the Senate is HQed mainly. Luminaire as the capital of the Federation makes sense if the Federation was originally a Gallente & Caldari organization and did not include the Intaki, Jin-Mei, Achura, Minmatar, etc, at any time.
As to the importance of the system, it is of historical importance to me; my ancestors did survive and grow to prosper on one of the planets that orbits the star Luminaire.

The Cosmopolite became aware of the latest news feed from ISD as a faint icon in what his brain interpreted as his peripheral vision, spinning slowly to attract his attention. Focusing on the icon and mentally 'touching' it caused it to expand into a slightly translucent overlay of text and images in his central view. He read it swiftly, his body shaking with laughter at one point, causing slow eddies in the ectoplasm that buffeted some of the microbots going about their duties within the capsule fluid. One filter-feeding predator, tasked to keep the nanochine population down and attuned to the tell-tale molecules dropping off cleaner nanos full of dead cells, shook itself and carried on its way with a flick of its tiny tale that might have been annoyance, if it had anything beyond a few algorithms and a tiny neuronet to think with. The capsuleer finished his reading and dismissed the news overlay with a mental command that simultaneously raised the multi-layered channel paths of the GalNet communications forums in his viewspace.
The Cosmopolite mulled over the various comments and congratulations, noting and dismissing the usual carping remarks, veiled threats and typically cheap attempts to suborn information. One rather cryptic remark concerning himself amused for a moment and he wondered if it was a hold-over from the rumours that the Black Plan was an Avatar and not, as now confirmed for all, an Erebus. He made a few remarks on other sections of the channel, downloaded some data and dismissed the connection to the GalNet-space. He had to oversee some logistics later on and he needed to get some welcome downtime before then. The Cosmopolite initiated suspension of higher-functions and activated somatic regeneration routines that would leave him refreshed and renewed when he woke to full consciousness a few hours later.

I have but one question: How ever will your opponents who haven't put as much time, dedication, and ISK into their war efforts be able to interact with this monstrocity? You know, sort of like some past tirades about interacting with a cyno-jammer? I guess life just isn't always fair, no matter how much they might want to interact with you.

Z777, your statement seems to forget the multitude of frontier (low security system) stations and offices Caldari corporations have and that Titan class vessels can act as excellent bases of operations.
No, we should be concerned about its deployment and its movements. I suspect that where ever it may be the majority of the Fractionist will be present.
That a group of self proclaimed anarchist have the infrastructure or friends with the infrastructure (who likely are in opposition to the Fractionist goals) to achieve the construction of a Titan class vessel should be an example to follow. It demonstrates that those with common cause (however misguided the cause) can achieve great things.

Nothing is forgotten officer Dex. The reason of my statement is a conclusion based on several facts:
1- A Titan class vessel can not operate it's main offensive function in our space. 2- As base of operations, any station, or moon starbases accordingly can perform same function. 3- About it's deployment, It will only serve for two purposes: Gather enemies around waiting for it's activation to take it down ( which is welcoming to us) or be a constant matter of tension to the fractionists who now, swallowed their own poison: got something in their hands to which they cannot protect agaist a possible enemy offensive.
I can only conclude that Fractionists will have very little chance to even activate this ship for more than ten seconds without a trembling fear to see their main reason of pride shattered at space without minimum possibility of self defense.
I can also conclude that before we, soldiers of the State starts to even get concerned about it's movements, that Goonswarm, Razor, Pandemic Legion among others will have taken care of this issue before we can even turn our attention to the fact.
There is an anarchist quote which says: "we are free, because we have nothing to be attached with."
The Anarchists of Star Fraction can no longer benefit of this freedom and with that , they have lost a great deal of their own identity. As long as they keep this ship, useless at low security space they will be known as cowards unable to operate the vessel and using it as a 10 seconds picture displays to overinflate their own egos ( thanks for this reference from a post above) They also know that there isn't one single 0.0 area in this Universe where they could deploy the vessel for it's rightfull use that the vessel wouldn't be easily destroyed by the huge amount of enemies that far surpasses their defensive capabilities.
If you ask me. The mere existance of this vessel fits us very well, dead, or alive.

Such credibility for the words of a pair of Goonswarm Covert Ops pilots and nothing else in theater. Reality is that Star Fraction not Goonswarm will decide when and where and how to use this asset. It will be at times of our choosing not yours. Times when our fleet is assembled in support - not times you believe you can score an easy kill. You will have to remain vigilant for the foreseeable future.
Of course if you wish to press the issue you could always:
1. Make a concord-sanctioned war declaration. (Not that the last one worked well for you but who knows, may this time a stronger showing from "the swarm".)
2. Launch an assault on the Star Fraction Tower you have located. (Should be easy with your hundreds of dreadnaughts on beck and call, can't really understand why you are waiting.)
3. Bring a Titan of your own to Black Rise and give us something to be appropriately "baited" by. (Might take a little courage that one - but the reality is that a 50billion isk super capital ship is not likely to come and fight a pair of 5m isk covert ops frigates, jump fuel alone costs more than your ships. One does not set a Titan to fight gnats and midges.)
Failing that - learn patience. We choose our path not you.

You failed. No one cares about Star Fraction. You have a single titan that you can't use, as opposed to the alliances in nullsec who have many, and use them daily.
You've wasted billions of isk on a large blackops battleship that can't shoot anything.
