1. Availabilty, you dont have to search for an available moon. I had to do some effort to find an available moon to plant our POS
2. Nope, no reason
3. Yes, the skill includes all lab options.

Be warned, scientific networking can seem confusing. The BPO has to be in the *same* system as your pos. Each level of the skill simply increases the range your *character* can be from the system, not the bpo itself. So you have to setup a pos in a system with a station in order to make any use of the skill.

Just a thought on #2, I know I've placed a few POS's on moons that required very little changing in alignment from the exit point of the nearest station, so it takes less time to get into warp. Handy when you're in a bulky industrial loaded down with fuel.

Regarding first question - you need better standing for 0.7 toward that empire, I think that's all not sure do you need more empire charters...

Keep in mind that all materials must be in the lab itself other than the BPO. Scientific networking doesn't at all change that. The BPO can only be in the lab itself or an office in the same system. Scientific netowrking only affects 'you' and where you can be (without it you have to be at the POS itself, but the BPOs can be in the station still).

And of course the other side to this is that all items produced by the job (i.e. BPC's either copied or invented) will be delivered to the lab itself.
