I take it that your mission levels go up a level according to the skills that you have? Is it right?
If not, could some enlighten me?

agents decide what level missions you get, your standing to a corp decides what agents you can use. Useage of agents that give higher level missions require higher standing than the lower ones.
then theres agent quality, it goes from -20 to +20, and can be effected by skills. The higher the quality the better the standing incresse/rewards and the missions being picked in the random pool of nearby missions (I think).
The only limitation on level missions you can except are your effective standing (after mods) to a corp.
that said, as a general rule of thumb: (for the kill type missions) you should be able to fly a ship of said type decently;
level1; destroyers level2; cruisers level3; battlecruisers level4; battle ships level5; group missions

This is pretty much true. You do however not have to have standings for a corp to use their agents, having faction or personal standings is enough.
Also I'd like to emphasise how generalistic the level - ship list is. For example it's just a waste of time to train drakes if your only goal is to run level 4 missions on a caldari character. Most people neglect destroyers for level 1 missions - even if they indeed are the optimal ship for the level. And battlecruisers can normally run all level 4's, not to mention most tech 2 ships. But still, they are decent guidelines - just don't put to much weight in it.
Oh, and about level 5's, you can do most of them solo in a carrier, however, there are two reasons they're not very popular. 1. They're mostly in lowsec(all agents are, however the agents can send you into highsec at times - which can cause a major issue) and 2. The actual ISK/Hour is normally lower on level 5 than level 4.

Why would it be a waste to train drakes for a L4?
Cheap, with good skills thy are not that slower than a Raven or CNR [which costs alot anywway] and they are for the lazy ones anyway because the tan k is superior [except with some GIST XL booster permarunning which costs alot, too]

No, it's not really cheaper than a Raven. Rigs and equipment to be even remotely comparable in completion times - makes the Drake often come out as more expensive and more importantly - more skill intensive.
It really doesn't matter how strong the tank is - after the point where it can complete all level 4 missions. I'm still running with a 300k xl booster, tanking all missions fine. The Raven even does level 3 missions faster than the drake at similiar skill levels, at similiar costs. And if you're lazy and that's the big issue investing in dual pithis(50mil isk total) removes that problem aswell.

My Drake comes out with 90m including fittings.....lets se where a raven is cheaper...but anway

You just happened to leave out the part where it's supposed to be comparable in mission times, or even better isk/hour. To give you a round figure, the Raven costs around 110 mil, fully fitted, including tech 2 drones. And at that cost, it tanks any and all level 4's and deals a total of 500 dps, normally split into 343/158dps - when using max skills.
