Here is how it went down: unknown player picks an item I have on market for sale at 610k isk. Buys the item, but changes the buy price to something like 650m isk. Buys the item a second time at the regular price. Sends email, claims server lag for the first order, and would I please refund his 650m?
Is this an isk laundering scam?

By default whomever has the lowest sale price in the station an item is sold will get the sale.
What happened is he used an alt (or someone who bought isk from him) to put a order for the item at 650million so as to transfer the money between accounts in a harder to track kinda way (or to move money from a trial account) However, you have your order up at 610k and it is the lowest price in station. So even though he selected the 650m price and clicked buy, because you have the lowest sale price in station you get the money.
Either way the method in which the money was being moved suggests isk buying or some other kind of underhanded behaviour. I say keep the isk and thank the guy for buying your next faction ship/item :D

Besides, I wonder when CCP is actually going to comment on this form of isk selling?

This. If he is an isk seller laundering he wont petition. If there was a server problem ccp will probably reverse the transaction (unlikely). If he just made a mess of it ccp will do nothing and you keep the isk.

interesting. I guess the part I didn't realize was that the player could chose the higher 650m price and the transaction would sell to the lower price item at 610k.
I've seen quite a few of these crazy priced items on the market. I had assumed someone was trying to inflate the average price.

Not only that, but it will give the 610k seller the 650m.

You might want to create a petition yourself as there is a risk that CCP is following the actions of that guy (eventually, maybe not now) and will think YOU were the one buying isk.
If you petition it to CCP, they'll probably take away the ISK you got but at least you're not on their watch list.

This. Better that money be "easy come, easy go" than:
A) Negative wallet in the hundreds of millions (in ways worse than a ban) B) CCP takes down the IP you use to connect to their servers, matches it on their logs with all your other accounts, and bans every one of them.

How is this isk selling? It is a simple matter of someone not knowing game mechanics and it biting them in the ass.
Keep the isk, petition if you suspect it is dirty isk, buy something pretty.

If you buy Isk from someone, he's not going to give it directly to you like that. Way too obvious for CCP to see something fishy is going on.
So instead, one of the possibilities is: a) you buy around 500 mil from an isk seller b) he asks you to put up an item for 500mil on the market (real value much lower) c) the isk seller buys that item d) you now have 500 mil through a market order
Of course, when you are not smart and put up an order for 500 mil when there is another item for sale in the same station but for it's normal price, it's that person that gets the 500 mil.
