Yep. I was researching a bit after you mentioned them. They do look like they actually came to New Eden through EvE (the wormhole) itself! The reason I did not know them is ... that *I* am a newborn!

You can start annoying people in your frig right now!
To increase your chances consider these skills:

Don't be overwhelmed by the long list of skills, you build them up gradually. Download EVEMon (here) and make a skill plan - there you even can look at an item and tell how long and which skills it needs to work on your ship. Some skills have prerequisites, so you need e.g. Navigation II to train Evasive Maneuvring.
The skills I proposed to have at level V don't all necessarily have to be that high, but those are actually ones that don't take so long. Similarily training the ones I proposed to have at level IV to V instead will bring you additional (but small) advantages.
The above list concentrates on gunnery, which will be your main asset in most Amarr ships. However, some Amarr vessels can be fitted with missiles and drones, so you should also consider these skills.
There is no right and wrong in skill training. The more you have the better you are off. I personally tried to keep all at more or less equal levels, so I trained everything to III before going to IV with one particular skill.
Go through the Eve-O forum and look for guides that other players have written. I am not the voice of infinite wisdom

The only real skill you *need*
Propulsion Jamming...train it to like 4 (Scramblers and disruptors actually take a fair chunk of cap to keep running...Jamming to 4 helps with it) and grab a named scram or two. Much easier on your crappy cap skills)
That is about it.
Optionally, you train your gunnery support skills or missle support skills..electronics and engineering to fit bigger guns/tank. Mechanic skills for armor tankers..shield skills for shield tankers. Cap skills to eek out that extra rep cycle. Navigation skills to get within scram range faster. But don't go too crazy.
I've got under 900k skill points. The majority of the time I fly an incursus with t1 ions blasters, t1 tank, afterburner web and scram. And manage to bbqpwn folks. I've trained enough cruiser skill to gate camp in a plated rax or vexor.
I support my habit through ransom and module drops. Completely self sufficient. You can be too. The more SP you have, the easier it does become. But its more in the attitude than in the SP. Commit to the fight, go in with teeth and claws, and act like you mean business. Don't go into a stupid fight. (Drone boats are bad news for frigates usually) But someone's ratting in a brutix? Give it a shot. If they're not blaster fit and don't have a web, they are yours for the taking (or at least, for the ransoming...)
Now go forth and kill something. Propulsion Jamming I, attitude and a sadistic streak are all you really need. --

you have inspired me to maim the carebears. i shalll start tonight on my amarr pirate, like be Tal Ebonhawk so if anyone feels enclined to offer advice or is in a corp training rookie pirates then please feel free to add me, as it is i am off to give blood, have a nice evening folks and thanks again for all the help

Suddenly Ninjas is always looking for folks interested in the shadier side of things.
As already mentioned we mainly concentrate on environmental clean specializations, but do accept pvp oriented players as there is usually a multitude of war targets available. Some folks just don't like it when you scan down their missions and warp in with a gang of salvagers and looters for some reason.

You should roll a combat alt if you plan on going outlaw.
I would make a Gallente or Minmatar character since they have a great selection of frigs and cruisers that are cheap and very effective in pvp. It will take you a long time to be competitive in Battlecruisers and all four races Tier 2 ships are pretty balanced towards each other. So in the mean time max out your cruiser skills.
I suggest you join a corp that can help you with your needs and has a number of pilots who fly smaller ships in wolf packs. Getting in Factional Warfare is a good option to get some perspective on combat without limiting yourself to belt piracy. If you want to go outlaw, I suggest the Python Cartel as most of their corp members roll in smaller ships and is a perfect place for younger players to cut their teeth.

The Tuskers is a great lowsec pirate corporation that has no minimum skillpoint requirement. However, all Tuskers must have demonstrated (via killmails) they have the right disposition for PvP.
