When a ship scanner is engaged on a ship, all of that ship's modules and cargo should survive the destruction of the ship if it is blown up.
This could be limited to low-sec/0.0 if suicide gank fears are too great, however, with the current changes; it actually fits the new "if the target is worth the cost" attitude that CCP has taken towards suicide ganking since if someone is willing to take the risk to destroy, for instance, a CNR they happen to know is fit with officer mods, they should in fact get those office mods if they sacrifice a bunch of ships to kill it.
Also, given the value of a mid-slot, giving one up to fit the scanner makes it a pretty fair trade off. Though increases potential profitability greatly!

No. PVP isn't meant to be profitable, it's meant to be what you do to protect your ISK flow.

It would be nice to be able to pirate and make some serious money without going large scale a la Mercenary Coalition

agree that it would be nice to make bit more off pvp, but then again it would just make massive targets of the high value officer fit ships in empire for suicide ganks...

Blowing things up has never been the way to get your hands on any intact content. It has never been like that and never should be. Not in real life, nor in EVE. In addition, war should never be profitable off itself. War is the destruction of assets, most of all.
I also don't see a reason why there should be any guarantees. There is already a chance that the things you want might survive it and you get to salvage the wreck. That is pretty much enough.
If there was a way to actually remove an offlined module in space and jettison it, it would be possible to ransom people for their modules. "Give us your XY, or we will blow up your ship." They could still say "Frell yourself!" and make go down with it.
Either way, I see huge potential for griefers and gankers in any of this and it is against the very concept of warfare.

You can. Ransom most ships, pop any ships that you think are carrying good cargo that refuse to drop it.
PROTIP: Piracy is not the same as running around blowing shit up. Running around blowing shit up is called KM whoring. KM whoring is not profitable nor should it be. Piracy IS.

Piracy is a profession, nub. It's there to make ISK (well, it does, just doesn't make lots of it - for me, it made about 3.5B in the span of a year which isn't really that much for a whole year even though it includes my noobish days where I was bleeding ISK rather then making it).
Ransoming isn't always feasible, nor do people always accept ransoms, but overall, if you're good at what you do, yes, you can make ISK (I know I do). The sad part is that killing things like HACs yields nearly the same amount of ISK as killing T2 fit T1 cruisers, and you just have to kill them 90% of the time.
However, I don't think the OP has a good idea. I'm more in favour of making rigged ships salvage into their generic salvage + 40% of rig components, and T2 ships salvage into more components (and more often, because getting nothing out of a good third of T2 ships is highly annoying). The fact that the higher the kill value, the less % of it you get is a very annoying factor.

Disabling and taking prize ships however has always been a good way to get stuff. I've always been surprised at how EvE really doesn't have a good way to do this (besides the 'leave your ship or we blow up your pod' threat which is always pretty risky.
One of the issues with the EvE mechanics... PvP players need to support their activity via PvE. Now, if you are 'playing the game right' but being out in null with an alliance and it's moon mining then this equasion works out fine.. but high/low sec PvP ends up needing to be supported by mission runing or mining, which brings in all sorts of trouble (and requries that missions/mining/etc be mechanical and boring because they are designed as little more then a time sink so you can PvP again, which ****es off people who WANT to PvE).
Anyway, having a chance to take a prize ship (advanced salvage maybe?) would go a long way to making PvP a bit less lossy.

Do you really think that it would be that big an increase? To my estimation it would be a 50% increase at absolute max over what currently exists right now, and thats assuming everyone starts carrying ship scanners. And right now the t2 used-resale market isn't that big as far as I'm aware.
I think that if they implemented this, it would just allow groups of pirates to earn a steadier income rather than having it spike when a specifically valuable module drops. --
