I am looking for some good ways to arrange the UI without cluttering the screen too much. How do you arrange your windows and why?

Thats the setup I use which gives me easy access to my bookmarks on at the bottom right, stuff in space top right with the target options. Below target options is my drones window so I'm not having to move around too much on the screen between targets and telling my drones what to do. On the left I've got my chat channels stacked and above that my cargo for moving stuff around and checking ammo stuff.
All windows are seperated to stop issues of things moving around when I dock and stuff. -------------------------------------------

Selected object/Overview/Local on the right in that order from the top down.
Fleet Windows/Assets/Corp&Milita&Whatever chat on the left in that order from the top down (only the chats are permanently open).
Everything else floating vaguely around the middle when open.
I arrange them this way so that I can still see my spaceship while having all the necessary windows open. -

Too lazy to pull up EVE atm, but here's the summary:
Overview + Selected object top right, targets along bottom across top of modules (but high enough not to collide with effect progressbar when it shows up), chat bottom right with second window of chats above that (pinned), usually 6 tabs in each (I love alliance channels). Scanning on the side of the overview (I fly covops a lot), IGB/P&P/Containers tabbed top and centre, left side has a nice long and thin local window. -- Ix Forres EVE Application Developer ISKsense | RLS-EVE | Blog |

19" Wide Screen. 16??x<something or other> All windows pinned.
Selected item/overview/drone window - Default position against right edge of screen. Width increased and drone window dropped so that all three together span from top to bottom of screen.
Chat windows - stacked. High enough to accomodate four or five lines of text. Width spans from shrunk Neocom to just underneath overview (far enough to avoid snapping to it). Vertical positioning means that the warping information appears within the text entry area.
Cargo hold - always open. Snapped to Neocom at bottom of screen. As wide as possible without obscuring buttons and optimised for icon size to give a single row of icons.
Wrecks/Hangar - To right of main ship readout. It obscures the module buttons but then they all have shortcuts and doesn't normally cause a problem.
Fleet windows - above chat, snapped to Neocom, default width one above the other. Not perfect because it obscures the waypoints list but it's tolerable.
I also have readouts at %ge and hide inactive modules. Targets are default positioned.
This has worked for me for many years now. In station things tend to drift a bit but I always avoided snapping windows unless I'm sure it's safe. That way my windows tend not to jump around. -- (Sarcastic mission running veteran, 4+ years)

With the neocom on the right, I usually have the local window, alliance, and corp windows stacked with local being the right most tab. Then stretch it up and make it as narrow as possible, before sliding the actual chat part off screen so all you see is a column of who is in local. (that's all local's for isn't it?)
On the right, snapped to the neocom I usually have (from top to bottom) the scanner stacked with people & places, my drones window under that, then selected items and the overview bottom right. I have the overview sized to show only about 20-25 targets, because even in a huge fleet fight, if you have good overview settings, that's all you really need to see.
Targets then extend out from the overview to the left, above the top row of modules.
This has worked well up until lately. Now when opening any window (cargo/wallet/pop up notifications etc) the local window decided to jump back fully on screen. I don't want to see what people are saying in local, I don't care. The ONLY reason I (and many others) even have local up on screen is to see who's in system and be spoon fed that intel.
