Timing them.
Noting their patterns etc.
Filed a petition and get a canned response. End result. Macro Miners are STILL in Eygfe. CCP's response is basically stating "yeah whatever. We don't care. Go run a Macro Yourself if you have issues with this, just shut up and leave us alone! We LIKE their accounts!"
So... CCP enforces their ToS and EULA whenever it "benefits" them to do so. Either that or they just can't be arsed enough to do anything because the GM that responded to my petition was just to lazy to go look for themselves and spend a few minutes reading the server logs showing the 23/7 running Ice Miners.
So... CCP your response is 0/5 on the satisfactory enforcement of your ToS and EULA.

What ever gave you that idea? LOL. I mean seriously, after five years is this issue still confusing people?
Listen, about 2 years ago I played a little game with CCP. Ya see, all of my friends had serious problems with bugs in the game and they would all file petitions which would only produce a form letter. (A form letter is a pre-written reply)
So I tried it myself. I submitted a petition saying 'Help! I'm in space!' and selected the first category for petitions. I don't remember what it was but I got a form letter back. "I'm sorry but after careful investigation we could not blah blah blah"
Then the second and third catagory. I started collecting form letters. Back then different GMs sent out slightly different form letters for different categories of petition and I was looking to collect them all! Some where around my fifteenth petition I got a GM in training and he didn't have a form letter. He like... actually wanted to know what was up with me. So we talked for a bit and I told him that I was just collecting form letters. He LOLed and told me I should knock it off though because some of the senior GMs might get upset.
Is any of this sinking in man?

Ignoring macroers because they like the extra revenue from macroers. Killing core concepts of the game like risk in High Sec because they like the extra revenue from e-wusses. Any guesses on what'll be next?

About 6. 15 petitions total but some of the admins seemed to share form letters.

If you do a bit of digging into the older macrominer treads you will find the following.
CCP do not care about banning indevidual accounts, that they do is identify an account, monitor its activites to find out which other accounts it operates with. Once they have traced the network (other miners/mission bots, haulers bots, traders, refiners, middle-bots, isk transfer accounts etc) they then ban the whole network. This way is harder for the isk farmers to rebuild as they have lost the whole group and not just a few mining accounts. if thy just ban the miniing accounts all the money is safe and can be used to quickly replace the lost equipment.
Last time I checked and CCP had released figures they had banned 100's of a accounts in one month. The details maybe in the 30+ page offical macro miner thread. Macrointel, the place were the nature order of the universe does not hold sway. Pirates and ore thief's are congrated by carebears for the actions. |

For the topic at hand. If you follow this forum for some month you will see a recurring theme: every 40-60 days you will see a spate of post crying because the GM have taken back isk from accounts, isk that were purchased from isk sellers or that came from isk sellers account (sometime, rarely, in a legitimate manner).
From my reckoning CCP gather data on the isk seller activity and macro activity for some time then they ban the sellers and sik gatherer while removing the brought isk from the buyers in a single move. That will reduce the possibility for the isk seller to notice the instruments used for detecting them and allow CCP to get the highest numbers of sellers and clients with the manpawer available.
At the same time CCP need to avoid as much as possible to damage regular players that had the misfortune of selling or buying something from the wrong character, so they are as careful as possible in hitting only the culprits and avoid friendly fire on innocents.
You must remember too that every time the isk sellers are banned they will try to discover what system was used to detect them and they will try to find a counter, so for CCP doing a single sweep hitting as much targets as possible is more efficient that banning 5 accounts every day and giving away information on what weakness they have found in the isk sellers network.
