One of my first experiences after the 1.1 update was having one of my newish alts attacked while mining in a 0.9 system. The attacker was also newish and didn't do meaningful damage. I just warped away about 30 seconds after the attack started. But...
no Concord response while I was being blasted. I could have died a dozen times in that half minute. If I were really a newb I think I'd leave a game that permitted this abuse of new players.
So let's get real. Peeps who gank don't care about faction loss...why would they? I'm an industrialist, and I don't give a crap about faction standings. If I turned pirate, would I care more?
As things stand, there is still no real punishment for ganking. What would be real? Fine them 90% of their net worth (including value of property) for each and every incident. Since they will hide stuff with alts to get around that...also ground them for a month for each incident. Too harsh? How about, force them to reimburse each victim for 110% of losses for each incident.
Bottom line...if CCP wants to get real, they need to remove the profit motive. Anything less is bull.

The thing is, CCP isn't -trying- to stop suicide ganking, or attacks in high sec-space. If they were, it'd be very simple. They would not allow you to fire a shot on another player while in high sec space. It would be -overwhelmingly- easy to code in. They're not even trying to make it unprofitable. They just made it so that the suicide ganking process went from leaving you at absoloutely zero loss due to the ease of destroying a ship with insurance payouts (Aka, suicide gankers paid nearly nothing) to needing more and more ISK the bigger the target. A.K.A., a suicide ganker needs to pay more cash, bring more buddies, and fit better ships to take down more valuable prey.
Members of the CCP dev team have been quoted saying that high security safe is not meant to be 100% safe. They have been quoted saying that Concord doesn't provide safety, but consequences. I swear they put that tagline into the patch you're referring to, but I could be wrong. It's the nature of the game. Adjust to it, or suffer. A lot.

Ignorant post, no place in any PvP oriented MMO should ever be completely safe, no matter what. I'll start reimbursing people I kill about the same time they put a price limit on mods + cargo you can have on a ship.

the punishment is a really hard security hit
i went from 1.7 sec status to -0.50 with ONE Pod kill a few weeks ago, and that is doubled in high security, AND the higher sec status of the victim, the HARSHER the penalty is for attacking them, why cant you just live with that? i mean seriously, WoW is that way, eve was built to be a cold non-forgiving world, and CCP has already moved away from that with the security buff, they need to make pvp easier now, not make the entire world safer, its safe enough as it is
you pvp, you can ransom people for hundereds of millions, get potential faction drops, bounties, ect. BUUT you yourself are also a target, and can be made one just as easily
its risk vs. reward, you want perfect safety? go to 1.0 space and suck rocks for the rest of your eve life, and you will be fine, you want the shiny omber? you have to deal with the 1 in 1,000,000 chance you are going to get attacked now
you also said it yourself that the character was a newb, and probably 50% of noobs that start the game do something stupid like that, its called learning, you cant deal with the fact that you took **gasps, OMG** at most half shield damage, you need help, you didnt die, the newb got "penalized" (although, i think that you shouldnt take a sec hit for your first aggresion in-game if you attack someone and are in a velator, or other noobship within 72 hours of first creating your account, should still get concorded, but maybe it could also be a trigger for a tutorial that explains aggression mechanics and such)
and he learned a lesson, now there is also a chance that since he got concorded, he is either going to leave because he thinks pvp isnt allowed anywhere at all, that he's going to take his lesson and nbecome a high sec dweller for the rest of his eve life, or be the 1 out of 1000 that think "you konw, that was pretty fun, some day im GOING to kill that poor helpless bastard, someday . . . . . . . ., muhahahahahaha" and become a pvper

I was shooting it for several minutes without doing harmful damage at all. Concord never showed up nor the sentries started to shoot me. The pilot in the pod had no aggression to me or was not an outlaw. Could be a game mechanic to new created charcters to prevent them to go for pods or something. Although I have never heard of something like this.

LOL@post. Only one with serious emotional damage in this thread is you. This is a GAME and normal people act like it is just a game. And there is no point working hard in a game unless you enjoy doing it, but I would call that having fun not working. You might want to give it a try sometimes

AFAIK, have been that way forever (but I only ever did it to pod I had aggro on).
In the case of pods CONCORD comes once the pod is dead. Shoot a ship in your nubship and you'll get concord on you very fast.
I suspect it is so you can have a smarty cycle hitting a pod during combat without being concordoken. -- I'm done whining about AFs, it looks like they are making them right \o/ |

Even in the safest of cities ... I could walk up to you, shoot you, take your wallet, and leave before the police ever showed up.
Empire space has law and order and consequences for lawbreakers. It doesn't mean laws cannot be broken there tho.

I guess I don't exactly match your profile though. I've been happily married for 23 years and have grand kids. I have a nice job as a software engineer and I play have played MMO games since the early days of EQ.
Most of that time was as a carebear since I really couldn't see any challenge to killing someone who will respawn in 20 seconds with no penalty at all, and the same if I died.
EVE is differnet though, as you well know. And so, EVE is the first game I've ever taken PvP seriously, and yes, I am beginning to delve into piracy. (GASP!)
So, if you insist that all pirates and other ingame nepharious characters are social misfits, you really know a lot less about people who play EVE than you think you do.

I have been play MMOs for along time now started way back with the BBS Tradewars 2002, and one truth has remained constant. People are going to ***** about being PKed. At some point or other everyone complains weather or not they regularly engage in the Player Ganking behavior themselves. Those who do not want or like to PvP whine and toss insults at those who Do like and engage in PvP, and these players in turn insult and tell those who don't to get over it or go home. Leaving of course those people in the middle who snipe at both sides. So I have included a couple of Harsh Realities for you to concider 1) If your in a Pvp Game/Server. Deal with it you will be ganked at some point and all the *****ing in the world won't do a damn bit of good. 2) Pvp players who gank you will range in attiudes from complete butt nuggets to decent players who may help you out after having done you in. Again Deal with it. Nothing you can do will change this. 3) Anonimity tends to release your average player from any feelings of guilt or responsiblity and wether you get the butt or the bud is the luck of the draw.
In Summery if you want a more realistic feel out of your gaming experince where there could be danger of losing your gear just around the next asteroid and the rewards of sneaking past to grab the shiney thing is exciting then EVE is the game for you. If you want a safe no risk inviroment to play in I am sure there is a game out there for you play in and get bored with out there somewhere though for the life of me none come to mind.
