It's highly unlikely that Mittani would run again, it's obvious that he can't wear the two hats -- CSM and CEO -- without a bunch of butthurt LEETPVP and clueless Carebears doing anything, up to and including trying to destroy CCP and EVE, just to get at him. So yeah, you'll likely see multiple, lower profile Goons in, rather than one big name Goon. Or hell, we might just vote for Riverini or Xenuria en mass so that CCP and the rest of you would have to put up with one of those two as Chairman for a year. Hey, sometimes you don't get the CSM you need, you get the CSM you deserve.
