Asking the question simply because im curious about the general perception of what merc corps are supposed to do. Yes i know it seems obvious but i wanted to get a wider opinion.
Thoughts?

I think if you can't post something productive and with correct punctuation and spelling you're an a-hole and stupid.
Mercs are used for any person, corp or alliance that needs hired guns. For example, if a mining corp receives a war-dec they may hire a merc corp to fight for them.

personally I think Merc corps are either used to do small hits you can't be arsed doing yourself (like empire wardec stuff)
or to contract while on the offense as a supplementary force.
Just look at like MC or Triumvirate way back.
Good FC's and Pilots for rent can swing the tide of war in most occasions and EVE is no exception in my opinion.
So Imo, they are skilled additives to your PVP force, NOT a substitute, but a good, temporary, skill injection if you wanna call it that.

Pretty much anything that you want them to be used for. Things that pop to mind:
Isk sinks for people with too much money who want to cause havoc. Revenge tools Training a corp to pvp Augmenting a corp/alliances ability to fight Fighting for a corp/alliance that can't/won't fight Doing tasks that their doesn't want to do Freeing up a corp to perform some other activity. Providing that last extra bit of pressure needed to crack an alliance/corp. Inflicting damage on someone while their employer remains anonymous. Providing a morale boost for your corp while demoralizing the enemy.

i, and most other people see mercs as hired guns, or private militaries

Disrupting empire operations for a corp/alliance who is busy fighting in 0.0 and doesn't want to perform the logistics necessary to have a fighting force in both 0.0 and in empire.
