i was just wondering, what is the first ship you can "effectively" use smartbombs with?
I see that they have some that will fit ships as small as frigates. but are they really effective on a frigate? or should you wait as long as a cruiser or battle ship to use them? _____________________ *warp drive acti...wait, where are we going?*

Don't bother with smartbombs unless you
A) Plan on being attacked by a swarm of Fighters and can fit officer larges to your carrier.
B) Want to kill a small ship and/or escape pod in lowsec before they can escape.
--or--
C) Wish to get concordokkened by a cloaked mission crasher or just about any other player in high-sec. _______________

Smartbombs have no PvE issue in high sec (risk of CONCORD attacks outweighs any benefit of having them), and very very limited in low/null sec.
For PvP, I can only think of three good ways to use smartbombs. I'd say for effective ship class, either battlecruisers or battleships I guess.
1. Smartbomb or two to deal with drone hoards in PVP, or to pod people in low sec. 2. Smartbomb BSes for gatecamping (killing frigates/pods/inteceptors/rookie ships) that WTZ to a gate. 3. On Capital ships, to kill incoming a) drones b) dumb tackling players c) Citadel Torps

As generic answer, never use smaller than a large smartbomb. That is, fit them to battleships or capitals.
And above, use in PVE only if you know specific purpose for them (rats constantly orbit you under smartbomb radius), and try avoid using them in Empire if you fly expensive ships.

A decent smartbomb scales of tons of time on several missions in highsec. They're pretty much needed to be able to run a torp Raven/Golem decently in frigate-heavy missions. Getting concorded is just about no risk at all, and honestly while using t1 ships it's worth keeping one at just about all times.

a kestryle and a heron can hold small smartbombs but they dont do that much damage t

fixed it for ya.
Large smarties are very useful on battlecruisers and up, as heatsinks for overheating your guns. True Disco ships start at the BS level because you really want large smarties. Here you want a ship with sufficient mids for cap injectors (Armageddon is out) and which people wouldn't mind getting close too (Gallente is out) and it should have plenty of high slots and the ability to buffer tank (Caldari is iffy). Nice disco ships then: Tempest, Typhoon, Apoc, Raven (because people love killing ravens). Scorp only has 6 highs, but is nice and cheap and few people will expect Disco Scorps, but it seriously lacks a buffer.

Depends on what you want to do with them.
An Arty-Stabber with smartbombs to clear out drones can actually be surprisingly effective.
