Yep, you heard me. Sixty second lock out on jumping back through gates, redocking etc.
I don't know if this affects switching ships in station, but that doesn't need to change, for obvious reasons. That's not my intent.
Right now it is far too easy to MWD/AB back to the gate and jump out with the nerfed webs when you're engaged by only a few (1-3) people. Larger gangs don't have a problem, but guess what? They never have. If you're solo and run into a gang that size, you're dead regardless.
The only thing that has changed here is how survivable encounters are with solo players and small gangs. This is an extremely important part of Eve's PVP game play and needs to be treated as such.

Inherent problem with the gate system i'm afraid, funnelling as many people through as small a part of space as possible. Makes things predictable.
In truth though, it sounds more like you want to guarantee a kill rather than allow the chance of escape and that timer won't help If they remove the stacking penalty on the web like they've been suggesting, then you will probably get your wish but then using a gate means certain death and you find yourself bombarded with alts and scout instead.
Predictability quickly becomes boredom for both side of the fence. -------------------------

It seems everyone is forgetting there is always another option: align out and MWD out of scram/web range and jump elsewhere.

if you increase the time you will make it 100% unsafe for anyone to jump blindly into 0.0. a larbe buble + rapier will kill any ship with no escape.
i would agree with you on the beter player wins and dont go where your not welcome. but with this change you sugest. the only ones loseing are the solo 0.0 pvpers. every player should have the right to play eve like he wants it. this includes solo pvp.
with this change a solo pvper needs to check the gate before he takes it. this means using a alt.
camps will be more sucsesfull becouse they block out every foe of the region and more players will be intrested in camping. there is nobody in the region to shoot anyway.
next to that this 60 seconds thing will never be implemented. it takes about 20 seconds to warp a short distance. if you end up at the other gate with the sesion change timer. you will be verry ****ed.

For clarity Bell that isn't an option any more, the mwd has been cut to 500% (from 550%) on top of the mass of the ships, takes my sac about 70 km to actually reach full speed now (like rmr ) so you're stuffed trying to leg-it.
So if you make a blind gate jump certain death two things happen; experienced player make use of alts/scouts/ inties and continue to live in eve; new player, trial accounts and inexperienced pvpers jump and die. It doesn't make pvp more popular it makes people even less likely to use a gate blind and royally screws anyone new.
Again, the failings of the gate system. -------------------------

I can see your point. I guess we'll just have to wait and see how things play out on TQ. I still think it's going to be a mess.

if you travel in empire. you need to wait for your sesion to end at the next gate. 60 seconds is long!! the 10 seconds is already killing me! warp takes about 30 average, and 60 seconds for a long one. in empire gates are closer together.

Its the whole "Big camp on other side of this gate and we will all be sitting ducks when we jump unless we have twice as many ships" that has led to this ever increasing blob warfare that unfortunately has taken over Eve.
A way to change the mechanic and cut down on the 200 man blob at choke points style of 'defending space' would be to have, in theory, reduce jump gates destination accuracy, and have people land 5000KM-100.000KM from the gate on jump in.
With a random spot chosen, the lag of jumping to a system and dying on a gate without loading grid will be minimal since chances are you won't be on grid with someone else.
This will not affect forces camping an outgate and in effect, locking down a system.
As far as your OP, with your autopilot set to the system you came from, there is basically no way to stop something smaller than a cruiser if that. (I hit a camp of 3x rapiers in my crow and got back and jumped still in shields. [on TQ granted, but i doubt the matchup changes much with nerfs on both sides.]) Best bet, as always, is to camp the out gates.
Of course, with that said, in all honesty, as long as the map and local tell you about the local 'weather', its always gonna be cat and mouse with the mouse having the upper hand always.

If the problem is people burning back to gate I'd say there's other solutions (OK shameless plug of my own thread http://oldforums.eveonline.com/?a=topic&threadID=902980) increasing the session timer would change quit a lot of things in the game which just cause added frustration for most players.
