How common is it? Is it used more for piracy in low-sec or equally as common place in 0-sec encounters?
Can you use them in Empire space without penalty?
How can you counter-act being pulled out of warp? WCS?
I noticed WCS now have targeting/scan res. penalties which is a nice change.

Bubbles are 0.0 only.
That's the Interdictor and the Heavy Interdictor's thingie without a focus script.
With a focus script the Heavy dictor's thing just functions as an infinite strength long range warp disruptor and in that mode they seem reasonably popular.

No quantity of WCS protect you against bubbles or infinite strength warp disruptors. The WCS is, for all intents and purposes only marginally useful when you consider you there are other low slot items that are probably MORE useful at surviving a potential gate tackle (OD's for quicker burns to gates, I-Stabs/nanofibers for quicker aligns to warp, DC for surviving under fire in either case, weapon upgrades to increase odds for shooting your way out, armor tanking mods for the armor tanked ships and so on)

I know about bubbles but I thought interdictors were capable of pulling someone out of warp midway?
So the Interdictors act as mobile bubbles or can use longer rage permanent warp scramblers?

Interdictors are simply the class of ship that sets up bubbles. Their description is a little misleading but they can only in part pull someone out of warp to the extent of the radius of their bubble. So for example you were warping to 0 and someone had a large bubble placed by the gate you're warping to (set up by an interdictor usually), then you would drop out of warp at the start of the bubble which is usually ~36km off the gate.

They both pull people of out warp the same way. If someone is going to land close to a bubble/warp probe then they'll end up just inside the bubble. So they cross 100au+ and are pulled about 100km from their destination.
Not a huge effect but useful.

heavy dictors (hics) act as bubbles that move with the ship. They have a focused script mode where it acts like a power scrambler but it only affects one target.
light dictors pop a bubble by firing a warp probe. The probe lasts for about 2 minutes before disappearing. Otherwise the warp probe acts like a normal bubble.
