http://blogs.wsj.com/chinajournal/2008/10/31/real-taxes-for-real-money-made-by-online-game-players/
China has just announced plans to level a 20% income tax at all real money made from trading virtual currency and items.
Of course, not all ISK farmers are Chinese, and not all Chinese are ISK farmers. However, the government claims to be doing this because the massive, continual growth of such activities is starting to threaten the real economy with inflation.
So there is probably a good number that will be hit by this law. Ideally, this will reduce RMT (real money trade) activities in online games, including EVE - in particular when non-Chinese farming organizations that are not subject to tax 'ruin the market' for the Chinese farming organizations.
To be honest, I don't see very much change happening from this alone. What I find interesting though is the fact that finally, real world governments are taking measures to stem the flood of RMT activity. It could be inspiration for other countries and institutions of law to more closely examine this grey area, and maybe even work with game developers to make unsanctioned RMT a real criminal offense.
Who knows?

the first thing that comes to mind is how any government worker would be able to enforce how much income is made from these operations?

ohh and how the heck are they going to trace ingame currency?.. will they force game servers to report any isk/gold events? if so, not going to happen.. i don't think this will solve the problems for money laundering. nor any other problems..

Thanks genius, do you mean by trusting that the respectable company will report actual earnings? Or that the financial officer in charge of levying the tax cant be bought off?

Awesome. More taxes. Potentially, more taxes for all of us (I'm sure most governments would love to tax anything and everything they can).
They've been unable to reach most online stuff because of the jurisdiction of online, non-concrete transactions, but I see that's the next big thing. Great. Awesome. Wonderful.
Thanks for leading the way, China.

I think the Chinese already know how to do that all too well. Which is why the 2 children max law came about

To those wondering how ingame currency is tracked...
...it is not. The law does not care about ingame currency. All it cares about is if you make real money from it. And tracking that goes like tracking any taxable income: if you do not declare the income in your tax declaration, then the tax office cannot see it is there, and won't tax you for it.
But that also means you are committing tax fraud. And if they run a routine check on you, they'll find out, and drag you to court where you get pwned hard. Especially in China
