Obviously, not every 1v1 PvE should be challenging, but officers e.g. should be. Let's assume officers / or even some faction NPCs (but plz not all of them) have certain 'habits' like some change ammo, some start speed tank (whatever possible after patch), some try to escape (yea, scramble them), some need to be webbed down.. you get the picture. But they should well be predictable, not random. AND: the quality of loot needs to be adjusted. Tough rats = more and better loot. Perhaps even: not random loot then, just make some items "static" loot in the table, if a NPC is REALLY engaging.

it already is, isn't it :)? Every tried to run a plex alone, you gota have deep inside of yhow ships work and about the game mechanics which apply. I find it fine the way it is.

Design specific missions for specific groups, don't let them run out of time after a few hours after accepting the mission - give more time to the group, e.g. to gather different required ships (e.g.: you need at least 1 ass frig and 3 normal frigs for a lvl1 mission to enter the plex).

OMGOMG, I am an old man, I love my PvP, so that my heart starts beating again - please, I don't need any shocking moments in PvE ;) But to be constructive: Not-fun: Loosing a 150 mil T2 ship to a belt rat which gives 1 mil bounty and like 50k loot. Fun: Being able to hunt quietly in the deepest 0.0 which you can imagine, find some good officer and faction spawns which everyone loves, you feel like a real adventurer, that's fun :)
