The minimum size was increased to be able to show info on Medals. We have fixed this internally and special cased the Medals show info windows.

EDIT: NWM, all the problems are coused by focusing the camera on something other than your own ship.
Yes, is a known issue if you are looking at another object and you ship is moving.

Have you locked the modules? Click the white triangle and check if they are locked. Unlock them and then Weapon Grouping should work. Note that you don't have to enter Grouping Mode, you also Shift+drag the modules on top of one another (if they are unlocked).

Can I make a petition to get the implants moved to the station with my active body ? Otherwise I might as well just trash them.

So will you guys be extending this to cover things like mining lasers, would help all those miners with multiple turrets get things going :)
I don't think grouping would benefit miners. If you are using a mining barge you typically have two or three lasers. Grouping these tends to cause the rock to pop to quickly where as you will loose ore. Granted it may help some if your mining with a cruiser or bs but I would suggest just working on a mining barge it will help you quite a bit.
That was our thinking as well. Weapon Grouping was intended for modules that you regularly reactivate and which you focus on something. Only guns fulfill those requirements (turrets and launchers). Mining laser you would tend to spread to different targets and, e.g., shield hardeners you don't reactivate regularly (just keep them on auto-repeat).

Since the release of Quantum Rise we have been getting reports from players about client performance. We have been reading those reports, analysing the scenarios, testing and reviewing code since the release. We now have a couple of fixes ready and a few more in the pipes, which we think may address the problems you are describing, and we want your help in testing them on Singularity.
