You talked alot about high sec and how to make it not 100% secure is it more or less is now, but i whould more like to know how you feel about low sec, as it is right now i feel that there isnt enough incentive in low sec to have empire huggers hire mercs to protect their interest in low sec as there isnt any interest in low sec just risk.
TL;DR; I hear you Tchell and ill vote for you but i need MOAR low sec boost.

Hmm. Just floating this idea, and it has probably been mentioned before: Missions with 2-3x payout in lowsec. Carebear jumps in, attempts mission, piwates scan him down and cover him in honey-barbecue pwnsauce.
Come to think of it, that's probably level 5 missions(wouldn't know, I rarely, if ever, run any sort of mission)

Jordan, the missions in lowsec do pay out 2-3x, especially in terms of loyalty point rewards which convert directly to cash. The reason people aren't going there is not because there's no profit. It's because they have no guts.

I'll be the first to admit, I need more input from those who inhabit lowsec/nullsec to find out what needs to be changed. I'd be quite the ass to think I had all the answers, especially with the majority of my time being in Empire. (...although that doesn't stop some of the CSM's from having uneducated opinions on lowsec - ha!)
I know that lowsec/nullsec suffers from significantly low populace, and I know there aren't any easy answers as for how to bring in more of the Empire dwellers. I certainly can't say "Move all Level IV Missions to lowsec/nullsec", although that's been a popular request! (...strange how the requests that seem to make the most sense get the worst response from the Carebears, eh?)

I would personally like to see the frozen corpses do more than increase the lag on the server, or be a future 'wall hanging', as CCP has mentioned. I like the idea of being able to harvest Implants from the victims - possibly a new type of salvage, in my way of thinking.
Make the retrieved implants have a certain percentage chance of being repaired, or else, they're salvage material from which you're able to manufacture implants... ...much like ship salvage today.

Hybrid Security Systems
The Premise: Turn all 0.3 and 0.4 security status systems into hybrid systems.
The Implementation: At random times and for random durations a Faction Cynosaural beacon will appear in these systems granting Empire security (i.e. Federation Navy, etc.) These faction security details act like CONCORD but without the immunity and exploit protection of CONCORD. An aggression alert will be issued, similar to the criminal alert received when an outlaw enters Empire. All pilots with a GCD will have one minute to exit the system, dock, or prepare to fight NPCs, before Faction NPCs respond. Any acts of non flagged aggression or anyone who has a GCD will receive a hostile Faction NPC response while this beacon is present in the system. When the beacon dies, or is not present, no Faction NPC response will occur.
The Result: Carebears will venture forth into the unknown in search of those roids the size of small moons and that rare ore they need to build bigger and bigger carebear ships. Pirates will have to be one step ahead of the game and adapt like everyone else, but the targets will increase, as will profits.

I like this idea. Not only does it provide a changeable environment, but it works very well for the RP'ers who demand a 'reason' for why things can be one way one moment, and quite different another.
The thought could be expanded upon for specialized Mission Deadspaces, or even as exit points to the "Unstable Wormholes" that the Devs have already alerted us are coming. Faction NPC's could setup a beacon close to the exit to these wormholes, signalling the event, and once the wormhole becomes unstable and disappears, the Faction NPC's would eventually drop the beacon and slowly disperse from the area.
It could be modified/massaged for other uses as well, of course, but your idea has a lot of merit to help bring those not normally in lowsec.

Two points. One, you are going to get the pirate votes for sure, unless another pirate runs against you. So figure out where you are going to get your other votes and start talking to them. You will likely need to turn down your anti-carebear rhetoric, as almost every other group has a large CB element. The demands for truth will fly most places, but anti-carebear will not. Second, good ideas are going to get you farther than demands for full disclosure. You need to be someone CCP can work with if you want to get anywhere with them. Sure, it sounds great when you are 18 to demand ôthe Manö fix things, but when you hit 40, you will have found out it doesnÆt work that way. Pirates turn into business men in the real world. You, or someone with the concerns you have, is who I want on the council, but I want you to get voted in and to be able to make an impact. You are sneaky in the game, so be sneaky in this. Broaden your constituency and tone things down.

I appreciate your point of view, and of course, if I was to walk into a Meeting screaming, "Death to Carebears!" I could expect to be ushered out post-haste, so yes, there must be a well-considered strategy when attempting to propose any change which could be deemed too 'right wing'.

It's the way of the world, I guess. In Canada, the drinking age is (for most places) 19, whereas in the the U.S., it's 21. Once you become a world-wide entity, involving those from the Global environment, you need to make accommodations.

I've been accused of that, yes. My Wife and I have a 7 year old and a 2 year old, so I've learned to live on approximately 4-5 hours of sleep per night.

Oh, don't get me wrong. Scamming is a very valid profession. I must admit I chuckle at some of the threads in here(Did you see the one with the guy trading an archon? Darwin was a very smart man!). So I respect people's stance, just like you respect mine. I just don't want to take part in that kind of gameplay. My "good" name is priceless to me . I would also get kicked out of VETO, which would make me very sad :(

Nah. I'm fine with being strongly against anything that makes EVE a less harsh world. Mind you, I'm a pirate. I get my fun by killing people in low-sec. It's in my interest to promote that style of gameplay. I'm not your average carebear.
