Does the 'turning off' of the MWD mean deactivating or making it offline?
-- Also, do you use MWD while orbiting the target? or the speed without it is enough for speed tanking?

Kind of depends on the context . . . If you're in a MWD inty, keep the MWD on and speed tank, like you should be doing. If you're in a close range BS, you use the MWD to get close to your target, and turn it off once you've closed the gap.
In the instance of the quote you've provided, turning it off is simply deactivating the module, not turning it offline.

If thats how it works for MWD's, why doesnt it work that way for Cargo Expanders.
I have to completely remove the module from the fitting slot to get my speed back. Offlining the module in space reduces the cargo capacity, but the speed reduction remains the same.
The Intakis have an obligatin to defend the Federation, but not to assult others on its behalf. |

I can't tell if you're having a whinge, or being serious. If it's the latter, it's a fitting penalty. Same as the MWD cap fitting penalty. Learn to live with it. Meanwhile, on the other side of town . . . |

Deactivating your MWD is a must when you're trying to avoid damage. It's saved me many many times ------------
