Okay, why did CCP create completely random bloodlines for the Feds and Matari when there were two that needed development anyway? The Mannar could have been Chinese, since there's nothing suggesting they're not, and the Krusaul instead of making up the Vherokior. No sense...as for the Achur...eh...and I guess the Khanids were originally there anyway...
As for a possible fourth, the novel did mention 'The Starkmanir bloodline will be restored'...so...
Minmatar = Starkmanir (I think they're South Asian...'Skin of Brutor, face of Gallente') Gallente = Mannar Amarr = Udorian Caldari = anyone's guess
[as a side note, why are the default NPC corps for the Brutor and Sebiestor their respective tribe corps, but Vherokior go to Native Freshfood when they have their own NPC corp?]

Tricky. As it is, the True Amarr bloodline selection also includes the Udorians, the distinction being up to the individual player to mention or not. Allows players to choose to be "True" Amarr - i.e. tracing their heritage back that far, or Amarr, where it doesn't matter, or Udorian, with that particular heritage. Introducing Udorians as a distinct bloodline could cause a great deal of irritation.
There's also the Ealurians for the Amarr group. They might be a better choice for a new bloodline, though the background, such that it is, is very very scarce, and suggests most Ealurians would be slaves. Which in itself would be something useful and interesting. Non-Minmitar slaves would stir the pro/anti slavery arguments on IGS up a bit.

The Khanids were not originally a bloodline in the PF.
Introducing the Khanid bloodline introduced all sorts of of problems as people started confusing the bloodline with the kingdom or the house.
I've still not seen a single decent reason why CCP went with calling the new bloodline Khanids rather than the Udorians.

From the point of view of Eve background, the 'new' bloodlines were pretty much from out of the left field. This also happened at a time when no one wrote chronicles or paid more than lip service to backstory. The result of this is that we have the rather strange situation where a bunch of unplayable bloodlines are better described than some of the playable ones. It would be great if someone could revisit the race descriptions and rectify this.
In context, the bloodlines were introduced at a time when CCP were trying to expand Eve in the asian markets. They wanted some bloodlines to match that ambition, hence the choices made. I suppose the reasoning is that people want to create characters that they can more easily identify with. I'm not sure I buy that, though, having very little personal similarity with a Brutor.

Fair enough then, but why Jin-Mei instead of Mannar? It's like CCP made the Mannar, then decided 'actually, we don't want them...' and so therefore just ignored them completely.
Not to mention the older chrons mention the Mannar...they coulda been made Chinese.

I can only assume that they have something else in mind for the Mannar, Krusual, etc.
