Add: Repair Systems 5 Drone Navigation 4 Drone Durability 4 Non-weapon specific gunnery skills to 4
For a lil bit of speed tank: Navigation 4 Acceleration Control 4 Afterburner 4 Evasive Manuevering 4
If you have spare time: Signature Analysis 4 Targeting 4 Long Range Targeting 4
I would personally not fit any prop jamming on the ship for PvP. Instead I would use a tracking disruptor with a tracking speed disruption script. And add these 2 skills: Weapon Disruption 4 Turret Destabilization 4
EDIT: MWD just gimps the ship too much and if you fit the biggest guns possible, should not be able to fit NOS. Of course I fit rails and try to keep a little range if possible.

And what the heck do you intend to kill without a point? It's a frigate, and not one specialized in killing tacklers or in EW, the point is mandatory, unless you've a friend with one very nearby. -------------------- Originally by: Crumplecorn
I prefer launching bathtubs of antimatter at my opponents over pointing an open DVD player at them, even if the bathtubs do miss a lot. So no.

I'm assuming you don't actually fly the ship.
There are three good things about the ishkur.
1) It can tank large targets decently. 2) It can lock fast. 3) It can move fast.
If you are blaster fitting you need web + scram to keep them in blaster range - period. Both. Cannot keep them in range without a *scram* and a *web*. That's why enyo fails. Need to use null without a web and null can't track small fast AB ships. With a web and no scram the same applies for anyone fitting a MWD instead of an AB.
If you're fitting rails without a scram/disruptor what's the point of the ship? It hits hard for a frigate but thats still not very hard at all (not as hard as a cruiser). It tanks 'Ok' against small and large (not cruiser/BC sized ships) but whats the point of tanking if you can't keep people there?
