I'd petition CCP to make the next patch completely full of pointless features, items and ships
Some examples:
NPC Civilians Give each system in Eve NPC civilian population. Have them erect orbital habitats and farms and deadspace-like mini-communities.
NPC Traffic I'd like to see a massive expansion of NPC traffic beyond a few courrier ships going round in circles at empire stations. Those courrier ships should go to and from places, along with passenger traffic, along with more quirky ships like roaming mobile shopping centres.
Consumer Goods Let us create consumer products for the civilian population of Eve. This may be especially pointless as the NPC's you're selling to offer no tangible benefit to you in return
Utilities Vehicles I'd like to see water and oxygen tankers supplying the massive needs of all those people living in space. Construction barges holding all those POS modules ready to be erected in space. It doesn't matter that you can do the same thing with a freighter or industrial that already exist in game
Previous patches have only focused on stuff to make isk, or modules to make ships better (to make you more isk by killing NPC's or conquering space / destroying rivals).
I'd like to see CCP come up with an expansion dedicated to stuff that has no point, no function or relevance to game mechanics and balance, but none the less makes the Eve universe feel that bit more full and alive

I agree with you on the point of more NPC traffic. I would love to see more random NPC couriers, industrials and alike flying between systems doing there job. It would make the universe just a little bit more living.

Let's say concord is for podpilots, by podpilots, the rest is up to the local police as concord can't intervene with every little thing..

Actually, more consumer goods WOULD be nice. They do serve a purpose to people who make a pretty good living moving massive quantities of them from one point to another. Wouldn't hurt if there were a built in dynamic to it, as well, where the price would fluctuate based on what was and was not being moved on a given day. In the event of an emergency, my ego may be used as a floatation device.

Actually, the OP has a good idea. Lets just "twist it" a little.
Low sec.
Everyone agrees that for pirates, it may not have the largest target selection at times.
Why not make NPC ships, like small haulers/people movers move about low sec.
When killed they give you a SMALL sec hit, agression timers, and some isk.
The Reverse of what happens when you kill NPC Pirates.
This would give Pirates someone to kill.
BUT.. heres the "fun" part. Only have these NPC Ships appear around gates, and stations. That way "anti-Pirates" would have a chance of catching the pirates.
Have them be worth more, ISK wise, then normal NPC's in the systems.
We could scale them to the node. If the node is under high load, cut down on the number of the NPC's. If Node load is low, increase them.

I have been playing for years and only recently learned that the stars you see in space are actual systems on the map.
In terms of chronicles, we often see chronicles detailing the awesome power and cruelty of capsuleers. We never see chronicles about the awesome power and justice/cruelty that Concord exercises over us. -------------------

Concord need to have a a show like worlds wildest police videos. Make it like concord's Wildest videos. So that we can see the brutality that they use on unfortunate or stupid pod pilots. Maybe have some concord rep as host to make it even more amusing.

Or even new missions.... I've only been playing for a month or so.. and running the SAME mission over and over and over is a bit dumb. Maybe the next expac needs a real missioning system.

Eve kind of feels like a big empty playground for capsuleers. It's kind of supposed to be our playground, but it shouldn't be an empty playground. I want to feel like I'm in a living, breathing world, not like I'm playing a game.
I'd like to see more variety of shuttles and unglamorous utility craft. I'd like to see more trade goods, even if they're not used for much besides...trading. I'd like more background info on items and ships.
I enjoy "pointless" things as long as they're immersive.

I'd like to see trade goods expanded and made more viable. I'd like to see an NPC-based economy within the greater space economy. Non-capsuleers vastly outnumber capsuleers, after all.
