I'm going for a basic vexor drone boat pvp setup (to start)

Effectivity of a ship is based on various factors. One of them are support skills.
Not only those that aid to your weapon efficiency and tanking ability. but also the overall stability of all the ships modules in use. Having a good gun has no use with no capacitor to fire it with. -- Real men corpse tank Void Forums The Chaotic Order Forums |

I would rearrange the learning skills toward the middle of the plan.
For max effectiveness it would obviously be most beneficial to train them first, but then you're stuck with whatever skills you have now till they're done. I know someone is going to try to tell me I'm an idiot for this, but in my opinion you should not train ANY learning skills till you've been playing around a month. It would be better to focus on the skills that can get you having fun and flying ships before you start training to train.
You should also start learning to pvp in a frigate. They're easy to buy, easy to lose, and the mechanics of flying them will teach you important things about the game's mechanics such as transversal velocity and capacitor management.
These are the some of the skills I'd recommend getting to about level 3 before diving into PVP. With those to level 3 you should be able to fit any Gallente frigate reasonably well.

In my opinion: Mix learning skills in with all those other skills; 1 learning skill followed by 1 other skill, until all of the learnings are done. You should make sure that you have the 'fun' other skills near the top, so you can play with new things while you wait.

Train T2 drones, train neuts, pray he doesn't have a smartbomb, pwn face. (Okay, it's more complex than that, but in today's post-missile era, Assault Frigates are ridiculous.)

I agree with Karille... Get the skills to have fun, see if you like it then train learning skills up a bit to reduce the time to train....
