A couple questions:
When a gun is incapped must it be repped to free up it's powergrid or can I anchor and online a replacement leaving the original incapped?
When a POS goes into reinforced all CPU using modules go offline. Is the powergrid these modules used freed up (so that more guns can be anchored) or is it locked away with the offline modules?
Can items in a corp hanger or ship maintenance array be accessed if the POS is in reinforced?

1. The moment a module is incapacitated the powergrid frees up, you can therefor online guns during a fight or whenever you want

3. I don't think you can, though I have heard mixed responses to the question and never had cause to try it myself.

Ammo Can not be put in Guns while pos is Reinforced
Corp hangar is inaccesible
Silos CAN be emptied
Guns and Modules can be Onlined and Offlined as Necessary

Have you tried emptying a silo when a POS is in reinforced ?
Last time I did it didn't work.
Trying to remove stuff from corp hangars or assembly arrays, also didn't work.
The ship maintenance array (being as it requires no CPU) worked fine.
Oddly enough I think guns only accept ammo when online in reinforced, quite probably the code in there to deal with the 'special' situation of reinforced says that nothing can be placed into or taken out of mods that are offline, even if normally they could.

Are you sure guns can not be anchored at a POS in reinforced? I seem to remember hitting a large tower out in 0.0 that sprouted guns between the time we put it in and the time it came out.
Then again, I could just be misremembering.

Guns can be anchored at a POS in reinforced yes, for sure. Sometimes that's easier than repairing the guns that were reinforced. You can't un-anchor them though. And you may need to online them to put ammo in them.
