Hi I have very little isk but i can free up enough to either buy a ishtar, with a cheap fitting, or a Myrm with a decent passive tank. But i don't have a good ishtar fitting or know which would be better. right now i'm trying to gain standing with republic fleet and doing lvl 2 missions right now so if i had an ishtar it would make missions a lot easier but how well would i do in lvl 3 missions, i wonder and possible lvl 4 missions? But with a passive shield tank myrm i know i can get up to 700is tank but with less drone space. so can someone help me out cause i can't think of a good setup with an ishtar.

If you have to "free up" Isk for a ship, you can't afford to fly it.
For level 2's a Vexor is much cheaper and should suit you just fine. the Myrmidon and Ishtar are both overkill For 3's you do wan't to move up a size class, A myrmidon will work perfectly fine for level 3's For 4's I would suggest a gang or a Domi, but a Myrmidon and Ishtar can be made to survive a 4 if you know how to fit a rat specific tank and use rat specific drones as well as kite the enemy. The Myrm gets repair bonuses while the Ishtar has godly resistsm but the Ishtar will be easier to tank vs thermal and kinetic than EM and explosive.
Personally I would go with the Myrmidon since it is much cheaper, but an Ishtar is an excellent goal to work towards once you have the money. -Xindi Kraid CSFI lead engineer and shipwright

In the long run the Ishtar will work better for you. The lack of Bandwidth on the Myrm will slow you down in level 4's without 5 heavies or sentires.

2 MAR DCU 2 Hardeners
Large Cap Battery 3 CR AB
3 Small Guns Tractor Salvager or Drone link
2 aux nano pumps
Will perma run if all T2 with good skills. Keep orbiting a BC or BS and you wont need to worry about the tank as you will evede most of the damage. Its also way faster than the Myrm for getting to those distant Gates.

An Ishtar or myrm with good skills and t2 fittings can carry you through level 4s but it won't be as time efficient as it would be in a battleship.
For level 2s, honestly, you don't need anything better than a vexor. As a 3 week old player, I AFK'd my way through level 2 missions in a vexor with 4x Warrior I and Hobgoblin I drones (because at the time I didn't yet have drones to V.) With a single rep tank and a an AB+cap battery+cap booster in the mids, youll do fine.
Little side note, I had an easier time with level 3 missions in an Ishkur and an Enyo than I did in a myrm.

... actually, the Ishtar has a much better passive shield tank than the Myrmidon as well, assuming you fit a rat-specific hardener. With my not-maxed skills, 1400 dps vs. Serpentis, 2050 vs. Guristas, about 800 vs angels (ok, that one kinda sucks) ...

I haven't checked, but are you sure you haven't forgotten about the myrmidon's three rigslots over the ishtar's two?

Yep. Especially vs Kin heavy enemies (Guristas, Mordu, EoM) and somewhat vs Thr enemies (Serpentis), the higher base resists make the difference. Those numbers in my other post were not with the All Lvl V skillset after all ;) ----

Ishtar is great, even for lv. 4 missions if you have the skills. It's just silly for lv. 3s. I prefer the shield tank though.
If you get some Domination shield amps and Gal. Navy magstabs you can fit T2 guns instead.
This is WAY overtanked vs serpentis and guristas (the EFT numbers are ok, but don't forget orbiting a ship at 500+/ms will mitigate large amounts of damage too.
Angels you have to be a bit more cautious (for lv 4's, lv. 3 you should be fine), but it's still perfectly doable.
