I have an idea that might bring new life the bounty system. This system is similar to factional warfare in a way that it is an entire corp effort. The program involves a corp becoming a hunter corp. A hunter corp looks for people who have bounties on them and can engage them in any space. How ever their can be exploits and disavantes that I have been working out in discussion with fellow corp mates. 1. Any person with a negative security status and/or bounty can not join or participate in the hunter program that goes for the whole corp. 2. Faction standing i.e. Caldari Navy does not play a factor. Nothing more than good security status and having no bonties keeps you in. 3. A monthly fee of isk that keeps the corp in the Hunter association. This will be a minimal amount to encourage that the hunters stay active and in posive standing as well as give them that pvp in high sec they want so badly. 4. Hunters can not have bounties placed on them or place bounties on anyone else. That will keep them from exploiting their hunters status. Yes they probably have alts that's why they should have an account status of hunter so any other charcters on their account can not place bounties. Any more than that they woud have to go out of their way to place a bounty on someone. 5. A hunter can engage someone with a bounty in a sec space, but however I suggest that the min bounty limit be pushed to 25 mil. That way it make the hunting process worth while and safer for the hunters in a sense. 6. This system is designed to keep wanted people in low sec and out of high sec as well to bring some pvp to high sec whithout concord interference, as I do see a lot of wanted people roaming around high sec and nobody can do anything but watch them. 7. I say lets make this work.
Someone already asked me about a multiplyer based on security status and I informed them it would be a exploit because people would have alts in a different corp and just kill the character while collecting on the multiplyer. Any suggestions or qustions please ask.

It would not be fair to allow hunters to be able to gang up and attack with impunity. Hunters should be freely attackable by the hunted in any system where that hunter may freely attack. Otherwise you will get hunter camps where they only engage easy targets... boring!
But wait... then how is this different from faction wars without faction militaries interfering? ç¦ |

The hunters are not ment to be roaming gangs but rather enforcers. They can be engaged if they attack anyone. All the rules still apply to combat except they have more restrictions on pirating. If a hunter decides to attack a person with a bounty of course that person will be able to defend themselfs. Besides when a person dies their bounty is removed so they can not be engaged by the hunters unless they become wanted again.
I don't believe the faction militaries will be involed into this program. I'm not saying people with bounties are easy targets and those who do have a sizable bounty on them are never really an easy target, more than likley an experienced pk'r.

You don't undertsand how pvp in eve works do you? You only engage when you think you have an advantage. If you are safe from your enemy untill you start firing you should win almost every single time... It shouldn't be a one way street... ç¦ |

Are you worried that their will be more gate camps in high sec? It's just for people who have bouties on them. I just saying I see too many people with bounties on them and the bounty system we have now doesn't support anyone taking them down in high sec. In real life if someone is wanted they are taken down regardless where they are at. Why should a person who recieved a bounty never have to worry about a thing in high sec, he/she will just go around harrassing miners and noobs like they usually do. This way it will eradicate that and make it more releastic. I don't see it becoming as big a Factional warfare. I'm sure it will stay on a small level do to not many people having bounties and maybe most corps will not be interested in it.

First the payouts from the bounty pool should be depending on clone value, so if he lost a nice implant set calculate the bounty payout on average market value of the implants.
Second, the bounty office should give out a bit of basic intel and 'useful' targets, like say it shows the names of top 50 wanted pilots that are currently online, as well as their 5 most recently visited systems (i.e. systems with kills, maybe even with date/time).
Exact location on the guy should still depend on locator agent, but a few basic hints cant hurt.

this sounds more like you want a dedicated corp that has a variant of auto kill rights on anything with a bounty. so sec status is never a factor, nor is multiple corps. So in other words you dont need to worry about war decing the guy just to collect his bounty (and preventing you from taking a sec hit yourself to get a non flashy guy in low sec that you know is a pirate). That is a one sided view, but interesting. What it doesnt and cant account for is the following:
1. bounties are stupid and useless waste of isk. Example what stops me as is from getting a bounty on my head (as I have now) and waiting till its higher than the cost of a clone, hopping into a implant free Jump clone and podding myself with an alt to collect it at profit.... (this showing less the problem with your idea and more the core problem with bounties)
2. Anyone with a even slightly neg sec status can have a bounty placed on their head. This included the guy who has never pirated in his life but has instead shot a known (but non flashy) pirate first in low sec in preemtive self defense. Now the pirate puts a bounty on his head and lets the "hunter corp" greif him as well
3. I used to be a pirate hunter, so I was flashy. I didnt engage non pirates, infact saved others from pirates (gaining my sec status at times by stalking a pirate and getting him off guard). I also had fun hasseling macro mining isk sellers. this had the obvious effect of picking on a guy with obviously by definition, lots of money to put a price on my head. Now I get griefed by the hunter corp for doing eve a public service...
4. Further flaw example, sure no alts allowed to palce bounties, but say our corp joins the hunters. but you leave the corp. We feed you isk to place bounties on specific characters we want to have griefed (by us and anyone else they chance across). Bounties are not placed in millions, thus making it a massive and cheap war dec griefing method. Privateer alliance back in the day, only way more in the griefing category.
Possible solution:
Make players with bounties be flashy to all like aggresion, not criminal (unless they are also criminal) However unlike the current bounty system make it so you can only place a bounty on a person if they have been aggressive to you or your corp/alliance. Not just because the person you saw passing by in jita was yellow and you would think its funny to watch them go slode in a few seconds for no reason. The bounty must be placed while there are active kill rights by you or your corp. This makes everyone a hunter, pirates now cant just go flashy have a bounty placed, rat for a few days and go to jita safely. Just a idea on a better solution.

how about anyone who has negative sec status is no longer under CONCORD protection. Someone with positive standing with CONCORD can attack those with negative status with no penalty.

Possibly but still not fair. However a character with a bounty and a reasonably low sec status like -4.0.

Where is it written that it has to be "fair" a criminal has the negative standings, there should be consequences.

The idea need reworking, but it have some merit in that the current system of bounties crime and punishment need reworking.
The original idea of having bounties was that there should be a way to get back to someone who attacked and kill you.
The mechanism was however flawed the guy who originally attacked could easily stay out of harms way and soon some even started to use this to their benefit, amassing massive amounts of reward money only to turn that into extra funds by having a friend pod you and then split the money.
So I'd say the suggestion got merit but that some details need to be looked into before it could be implemented.
Is it a new forum rule. That for everyone posting something you don't agree on. You should accuse them of being a troll? ;) |

This is already in place but the threshold is -5.0 Try going to low sec if you want to actively hunt criminals, why should they come to you?
