I am training some rigging skills for the first time and have a couple of questions.
1)Does Jury Rigging confer any benefit per level of skill? There does not appear to be any reason to level it past III since that unlocks all the specific rigging skills.
2)I am looking at the Warhead Flare Catalyst I rig and it's got a 15% Explosion Velocity bonus and a 1% Max Velocity bonus listed in the attributes page but the description only refers to a target velocity reduction bonus and a CPU requirement increase. Shouldn't the CPU penalty be on the attributes page, and is the missile velocity an added bonus (or penalty)?

Jury Rigging gives no (extra) bonus, don't train it any higher than required.
Not sure on the other question.

The CPU requirement increase actually is listed on the attributes page, under the Drawback attribute. In this case, 10% before skills. This means that adding this rig will increase the CPU requirement of missile launchers by 10% before your rigging skills are taken into account.
I'm going to take a guess here and say that the Max Velocity attribute applies to the maximum velocity of your missiles, increasing this value by 1%.

It is.
If you look at the Attributes page, there's a line that only rigs have, called Drawback. In your case, it'll read 10%.
It's assumed you know from the description what that drawback is.
Only Energy Grid rigs have no drawback.
The Explosion Velocity increase and a "reduction in the target's "velocity bonus" are equivalent - as increased explosion velocity reduces the effect the target's velocity has in the newer missile damage equation.
CCP, you'll find, likes to word things obscurely.
