Pvpers use the overview states filter to filter out anything that they don't want to see on their overview.
For example, it's common to remove pilots in the same gang/corp/alliance by unselecting these options in the filter list. Similarly, it's also common to also remove any blues - i.e pilots with good/high standing.
This reduces the chances of accidently locking and firing on friendlies and ensures that only hostiles - neutrals and reds (pilots with bad/horrible standing) - remain visible on the overview.
This is fine for 0.0 warfare as most alliances have an NBSI policy (Not Blue Shoot It) and therefore regard neutrals as legitimate targets and want to see them on the overview.
However, in empire wars and in factional warfare ideally only the war targets should be visible on the overview. Neutrals should be filtered out.
This is currently impossible because of the way the filter works. EVERY pilot is initially (before standings are applied) neutral so removing neutrals from the overview via the filter has the effect of removing ALL pilots regardless of their current standings/status.
This means that neutrals are always be visible on the overview along with war targets. As empire is a very busy place (compared to 0.0) this is incredibly annoying since no matter how well you configure your overview it will always display neutrals that you have no interest in locking/shooting!
The filter needs tweaking so that it's possible to filter out the neutrals but retain war targets.
Currently, the filter works via a process of elimination. The default has all states selected and the player then unselects those which he doesn't want to see.
One possible solution would be to change the filter so that it also works via a process of addition where the default has no states selected and the player then selects those which he wants to see.

I support this idea about filtering local, tbh it was someone I thought about during a previous war dec where our opponents liked to stay around in crowded systems and I had to scroll like a maniac to check local for any targets, however if CCP decide to nerf local as also discussed in a thread on this forum section, maybe they would adapt it even to be able to show war targets only if wanted too during those events.
