Is there multiple servers? I don't recall getting to pick a server when I created my character.

Source: http://www.eve-online.com/faq/faq_01.asp The game world is based on a network of servers in London maintained by CCP, handling all interactions between the world and the players. When players log into the game, they instantly become a part of the same game world as all other players that are logged on at that time.
There is only one live server for people to play on. There's also a separate "test" server where updates and patches are given a run through before making it to the "live" server.

There is also an internal test server, and the Chinese server, since Chinese law requires that there be a server for only Chinese (or something like that!)

As mentioned, there is a separate server for Chine (required by law) and a few test servers. You automatically log in to the correct server by default, if you want to connect to the test server you'll need to take special steps.
Check eve-offline.net for all servers and their status.
Most important are: Tranquility - the main server (for everyone) Serenity - server in China for Chinese players Singularity - the public test server (for everyone) Multiplicity - closed test server (for bughunters or the like)

Give me back my lost game time Two HOURS for suppossed start up issues. I work in military Communcations Job specialty. Our servers see a lot of physical and internal abuse, but they never have issues starting up.

Something to do with limiting play time to two or three hours a day. The state it seems does not you like you enjoying yourself when you should be working for the wonderful communist utopia you are blessed to live in.
And the fact that Eve is for all intents and purposes run on one unsharded cluster is the main reason it is such a great game.

The server for any game in China must be owned by a Chinese company. Presumably so that the government can control the content of the game and ensure that communications via the server are complying with state regulations.
The limitation of gameplaying hours is applicable only to younger people and is a reaction to a number of reports of the aforementioned younger people playing so much that it has caused significant health problems (and a fatality in one case, but I forget whether that was a Korean or a Chinese player).
