If CCP is looking for additional skills to add, here's my suggestion. A new skill called Load Planning will allow for a 2% increase in cargo hold capacity and a 1% increase in ship agility per skill level. The skill could be placed in the "Spaceship Command" category of skills.
Primary attribute: Intelligence Secondary attribute: Perception Training time multiplier: 5 x Agility bonus: -1% Level: 5 Skillpoints: negotiable :)
The way a craft is loaded effects maneuverability and load capacity. That's why a real world course on the subject exists and which I attended and passed. Thanks for listening.

While moving more stuff around is a nice thing... freighters already push nearly 1,000,000 m¦ in their cargoholds...
lv2 gal freighter leaves me with about 825k m¦ in my obelisk... math works out to about 937,500 m¦ @ lv 5. A Charon would have 981,250 m¦ at lv 5 skills...
seems to be more than adequate...

One thing to note, the skillpoints required are tied directly to the training time multiplier (rank) of the skill. They are not negotiable by themselves. The rank could be adjusted based on how valuable CCP thinks this skill is.
I would find that a handy skill in every ship I fly. There never seems to be enough room in the cargo hold. Only a few problems though...
There is the potential to unbalance some highly agile ships, or increase already dramatic volumes on freighters for instance. Perhaps making it apply to industrial ships only? (including Orca and Rorqual, as well as the Transport class)
Freighters can be assumed to have the advanced course and equipment already built into their ship bonus if you don't want them to get the bonus as well. Of course the industrial ships already have the bonus to cargo capacity as well, so they probably don't need another one from this skill.
There is already a skill to increase agility, so if the cargo bonus goes with the ship skill, and the agility bonus is in the <whatever> skill, why do we need this one that does both?

Couple of points:
A rank 1 skill has 256,000 skillpoints. A rank 5 skill has 1,280,000 skillpoints. Not negotionable. Which rank the skill should be is. The Racial Industrial skill is rank 4, so I'd make this skill rank 6 or 7. CCP tends to add 2 or 3 ranks on follow-up skills.
Skills never have a negative effect. Since there is no method of untraining or deleting skill, no negative effects should ever enter the skill system unless such a method is provided.
This skill may not affect freighters unless the packaged size of capital ships is increased. Otherwise freighters could haul capships into hi-sec. Increasing capship packaged size comes with a domino effect in regards to hangars and manufacturing arrays.
Personal opinion on the actual idea: Training 3 or 4 levels in virtually no time for more cargo space on every ship? Heck yeah! Thus, it may be a bit overpowered.

Sounds good except the fact that Freighters are anything but agile... and such bonuses would unbalance the game.

A 1% agility bonus is not going to make a freighter quick to align.
