..for every 1000 dollars "loaned" by Federal Reserve to US goverment this ammount gets multipled up to 9 times by banking system?

To answer the OP's question, I'd have to see the context of that statement to give you a definite answer. However, they may be referring to the fact that federal reserve money tends to get lent to a series of banks who intern re-lend it to other banks and in a certain context that money can be thought as being multiplied each time.
Here's an example: EBANK has 1 trillion ISK. People frequently withdraw that or transfer among accounts and EBANK uses the money its self. In terms of money that can be used by the participants in the economy there's 1 trillion ISK because they can pull it out at any time. Now, if EBANK lends 700B of that out but still allows everyone to withdraw and transfer as they see fit there is now 1.7 trillion ISK that can be used. Now, if they had lent that 700B to DBANK and DBANK in turn issues 500B in loans to players but still allows EBANK to withdraw it's money if it needs to then there is 2.2 trillion ISK. Suppose this were to continue through many banks with a much smaller margin retained and you could end up with an order of magnitude more money than actually exists.

Up to 10 times, actually, if you give it enough time to ripple through the banking system. Linkage You get to x9 in about 21-22 steps if the mandatory reserve is 10%, and it tends towards x10 at "infinity" number of steps.

And when people lose trust and get cagey, it tends to fall apart at all the seams.

Yeah, right. When you are basically in position to make money out of nothing, you are the one to be scared... I think the owners of businesses, which can't function without credits should be scared to death. Because this crisis is an excellent opportunity for someone to screw them over. Hadn't it all happened before anyway? Like in the first half of last century in America?
