Good scorp setups always depend on what you are fighting. Decent all around setups would be a shield tank, or a 5 multi-spec setup. But if you know what you are fighting you can fit specifically to jam and easily jam 2 battleships.

In highslots: 4 Sieges, 2 Heavy Nosferatu.
In medslots: named XL SB, SB amp, Cap Recharger II, Warp Disruptor, 4x Phased Muon Sensor Dampers.
In lowslots: power diags.
Your ideal tactic with this is to start out far away, let your foe start shooting at you, then put the four damps on him effectively shutting down his lock-on. Then you move in, put the scrambler and nosfers on him, and pound away with torps, making sure to stay at around 20km.

when in doubt, jamming. Far more valuable to the fleet than a shield tank.

i'm looking for a good setup for npc killing in a scorp. I know its not the best ship for it. But i did not know better when i bought it and don't have the isk or skills for a new bs. I can use all turret and missle types.

The best way is to know what race ship you are after and use racial jammers, that is the most effient way to jam them. also use 2 or 3 nosufarus and seige launchers and fit around that.
To go into battle without knowing yourself, you can not defeat your opponent. Even then you are only as good as your knowledge and experience.
