Does it work? What needs to Be improved
Personally i think bounties should have a way of passively generating through unlawful acts this would bring more reward to bounty hunters cause there would be more people with worth while bounties. Possibly tying them to sec status increases and decreases. Making you a notorious pirate, for doing what pirates do.
Also if your thinking why would bounties Passively grow without players spending money to do it. Well there are NPC police and NPC corps and if your misbehaving in their space they would prolly wanna increase your bounty in attempts to encourage pilots to get rid of you.

I think it's a good idea, giving people incentive to go out into low sec to hunt notorious pirates. But I wonder how you'd prevent pirates from killing each other in the same corp, for instance, from collecting? I suppose you'd have only high sec people being able to collect bounties. Perhaps even add a sec status to corps, so that a corp with a very low sec status would give its members a base value of bounties for high sec people and corps to hunt. It'll somewhat be consistent with the faction war idea of fighting sworn enemies, if you've got pirates and anti-pirates. Who knows, low sec may get busier and even null sec might see more non-alliance activity.

Indeed the way i see it the bounty system is a means with no end.
Its optional and doesnt do anything because if someone spends enough money to make it worth it the player just cashes in on it themselves.
Possibly make it so that you only collect a portion of the bounty depending on your sec status. So if your -10 and you kill a -10 you get nothing and the bounty loses nothing. But if your 10 and you kill a -10 you get 100% of the bounty and standing with the respective state that owns the area.
Secondly you could tie sec status to itself IE if you kill someone with a sec status below yours it will raise your sec status if yours.

Here's how it should work.
A Patron of the Bounty hunting service creates a contract (it can be public or private), which, when a Bounty hunter accepts it, will give that Bounty Hunter the right to the isk of the head of the player named. Should the Hunter be successful in his actions, he is awarded the money.

That would definately work to cover the private contracts. Then your More like a Contract killer than a bounty hunter though.
Contract Killer - Private funding placed on a Targets Head, with or without regard for the law. - A person who contracts to kill a specified person for an agreed sum of money
Bounty Hunter - someone who pursues fugitives or criminals for whom a reward is offered.
Therefor if we wanna still call it the bounty system there should be some pitting of the Law versus the Lawless.

I think the contract thing would work but also a seperate skill box specifiaccly for bounty hunting - certain low end skills should allow you to place a contract (the higher the skill the lower the bounty you can place) other skills could be one for accepting contracts (at lvl 1 u can accept only the high end contracts - as u would have to go to low sec then to get the real bad guys), which areas you can accept (only accept not collect) bounties, some sort of concord bounty license or skill for high sec bounty hunting, tax on bounties, avoidance of kill rights etc i only personally think there should be skills involved so that people can become profesional bounty hunters as such and also to help avoid people placing low bounties on people at random, and also so that the whole thing would be more of a 'niche market' as such.. but defo needs fixing some how some way as at the moment its all rather pointless...

The current system of bounty in Eve is ****ty. They need to revamp it, it really has no depth and doesn't add anything to the system of gameplay unless, oh wait, that guy I just ganked had a bounty. Woohoo!

Allow players will kill rights on other players the ability to 'sell' them to other players. Kill rights being viewed as "revenge" rights, so you are allowed to get revenge on these people. You can then give these rights to another player to get revenge on them for you. if they succeed they get paid a preagreed sum.
To keep the law vs the lawless feel goign just keep the sec status setup.

i have had a thought on this for awhile, but i'm not normally fond of forums. so here goes.
help bounty hunting be a profession. 1) make bounties only good up to kill amount, unless they accept the contract. 2) accepting the contract gives you a drone that is atuned to targets clone sig. so as to help locate and spy to find time when they are alone. 3) this gives skills for the bounty hunter as a trade.one for the drone, one to beable to accept more contracts,and then some to improve these. 4)by accepting contract no concord response or sec hit. 5) corps return for any npc bounties that may have been posted.this on top of player bounty. 6) give a mech. for geting ppl out of stations with bounties, to only those with contract acceptance.or a means of killing in station.(i know this opens the window to grievers wardecs and wanting to be able to do the same.)but would only work because of crimes. 7) allow pod kills to give the right to post bounties regardless of standing.
hope this gives some ideas, it would be nice if actions did carry some consequences. not just blob every one and you have the win button
