Is it legal to create a trial account when you allready have a paying account, then transfer ISK from your paying account to your trial account to pay for a PLEX on the trial account, effectively creating a second account without the cost of real-life money?

it is payed through real life money, just not by you. SOMEONE had to pay for that plex, and he is the one who is paying for your second account.
yes, it is legal, and doesnot break the TOS nor the eula.

Here in the US, it's $19.95 to buy an Eve account (turn a trial into a full paying account) and that includes the first month of game play, but it's $15.95 a month for the subscription fee after that.
I'd petition a GM first just to make sure.

Unless something has changed you can't transfer isk to a trial account. It is one of the features used to reduce trial abuse by isk sellers. No contract either, so you can't contract the plex from your main, you can't trade it in station unless you have 2 PC as you can't run a trial and regular account on the same PC.

Been 6-12months or so since I last did, but pretty sure I activated an alts trial account by sending isk and buying a GTC on these forums. Can't see why this wouldn't work.
As someone said above tho, petition a GM if you want a straight up answer.

As others said, unless something changed you CAN do this. You can't transfer ISK FROM a trial account, but you can give trial account any isk and items you want.

I converted this character from a trial to a full paid account with a plex that was bought in game.
Are you having issues with earning 300mill+ on a trial account?

it's not hard for me to raise 350 mil, I have just never run a trail next to my main or converted it into a paying subscription using a plex. It seems too good to not be an exploit, so I figured I should ask if it was against the rules.
