Ishkur and Domi only share a primary weapon system. There's really no good way to compare the two. Now if you meant Ishtar as opposed to Ishkur that's another story which I'll leave to Ishtar pilots to answer (I've only ever used the Ishkur and Domi myself.)

Both can get the job done ... it all depends imo to the fleet's nature ... if its about a heavy fleet with heavy tanks and heavy dps , domi would fit in better than ishtar .... if i was fc'ing and it was about a fleet with lets say 4 bs's and an ishtar i would call primary the ishtar as u can get rid of it faster and thus get rid of some serious dps ... other than that i choose between domi or ishtar when it comes to solo'ing ... id preffer using ishtar's higher signature for faster lock speed and propulsion speed in general ... thats all imo tho .... some use domi for solo'ing as combined with heavy disttabilizers it can turn out very leathal .
Its difficult to compare tbh as its all about ur fit and fleet's shape so decide first what and how u wanna do it and then choose ship and so to ur question id say go for both but first get to master ishtar (u get the entire bonus portion for the drones faster than with the domi which needs bs lvl 5)

Really hard to generalize such a thing, but a shot;
I assume you want it for PvP. For PvE it's a bit different. You need mobility? Ishtar. You need to tank (at all, sentries, whatever)? Dominix. Your fleet setup? Use what fit their size. Smaller/agile/sniper, Ishtar. Else Domi.
Neither is very good for big fleet fights in 0.0. You need to warp out now and then (hello titans, interdictors, cov ops busting your spots, etc) and there drones are sub-par, hell even a missile Raven would be better. For smaller sized gangs you can use sentry drones on the Ishtar and engage at range, Domi won't allow that mobility. And in low sec the question is; will you hunt in belts, or at station/gates? (the later having sentries firing at you obviously).
Dominix is probably more allround, and it's damn fast to get at least bs3. If you want both, I'd go -> bs3 -> sentry t2 drones -> Ishtar -> t2 heavy drones.

Ishtar all the way cause:
- It's faster (speed and into warp). - Smaller sig (so recieves less damage). - Better resistance (K it has less HP but in my opinion better tank cause of the resis). - Longer drone controle range (cause of bonus), roughly: domi 55k and ishtar 80k range.
Maybe in fleet a Domi would be better.
- It's cheaper and insurrable. Roughly 50m loss against 150m loss for ishtar. - Can fit heavy neuts 24+k range so you can drain those irritating tacklers more easy. - Can fit large remore reps, so you have more total rep power (logistic wise). *|||| Fleet Commander SuX ltd

You will want to train Gallente Battleship to level 4 whether you train Heavy Assault Ships (Ishtar/Deimos) or not. And seeing how the skill training to gallente BS lvl 4 is significantly shorter than HAC 4, I'd suggest you train a Domi first. Also, you will need to have Drones lvl 5, and Drone Interfacing skill atleast to lvl4 to properly fly both ships. Tech 2 heavy drones are great for close combat on both ships. But you will really benefit from training tech 2 sentries drones as they can deliver DPS instantly. In short, train a dominix first. It can tank awesome, does good dps, and training is much shorter.
Edit: For new players with limited isk, a 50 mil ISK domi is a much more viable pvp ship than the almost 100 mil ISK Ishtar. Think about it.

Since the speed nerf the ishtar is crap. Although the domi looks like a turd the ships is still very powerful.
My domi can take just about any T1 battleship 1v1 and in my cases can take them 2vs1. The Exception to this would be tier 3 battleships.

Domi also has the neut/nos advantage over the Ishtar. And HELLA tanking if you go dual-rep cap-injected with 2x ANP 1x NBA rigs you can tank 1000dps ez. Requires an omnitank. |

I would train for Domi first tbh.
Not because of anything against ishtar but that because Battleships are an extremly cheap and versatile ship! no matter what you do in Eve chances are your going to need a battleship! No matter what type of corp you join your always going to need one.
I just think battleships are the foothold into eve. Once you can fly one you should then concentrate on being able to fit t2 tanking modules, and eventually t2 guns, or drones. This becomes your bread and butter, no matter what happens you will at least be able to run lvl 4 missions and have a reasonable form of income!
The good thing about training for drones on your domi is that those skills will be usefull for an ishtar.
