In the future with the new scanning system and no names in local chat anymore I like the idea of a controlled reactor shutdown. It could be used to hide a ship in space like logging off. The 15 minutes aggro timer, that can be used to pin you down, and all other timers that apply to a normal disconnect have to be there.
After you press the shutdown button, you ship starts to offline your modules, offensive/defensive systems, scanners and propulsion - simply everything except minimal life support. These life support systems will be powered from the remaining cap left at the moment of reactor shutdown. So you can't stay there forever (1-2 hours?). Bigger ships need more cap to sustain life support so that every ship size has almost the same life support time except they fit cap batteries to get a bigger cap to draw power from.
You are finally invisible and can't be scanned in the system. Enjoy the silence around you. If you chose a bad place or there is somebody who knows your safespot, you are shown as a wreck. Could be useful to fake death in fleet fights?
An extra role would be added to covert ops ships and maybe the recon variant using the covops cloak. Their shielding is more advanced and built to be reduce emissions of any kind which makes them able to use covops cloaks. These ships can still use their scanners, probe launchers and previously launched probes while the reactor is turned off. Maybe less life support power need if you like the idea (25%-75% less power needed?).
Reactivating your reactor would consume a certain amount of time. Bigger ships need more time because they have more systems inside to reboot. Smaller ships need less time. After reactivating your ship, you start with 40%-70% cap or what you thing is balanced. The timer could be the slowly recharging cap and if it reaches a certain threshold your ship will be fully operational.
I don't thing this should work for capital ships because they need the power to contain their structural integrity or whatever. They are simply too big to shutdown everything and would take serious damage from it.
What do you think of it? Tell me and make it better.

I like the idea, but I'm certainly not supporting it.
What's the difference between this and any form of cloak? This just seems like a cheap, cheap, cheap mans cloak. The upside I suppose is you haven't sacrificed a High-Slot?
The only time I could see this working is when someone is trying to be bait I guess, but you've already stated that the person can't be scanned down in this mode.
Be more clear on the intended function (game mechanic), and difference between this and a regular cloak.

It's not really meant to be a cloak you are still visible if someone finds you. They can still scan you down within the same time as you are logging off because this method shares the same timers. Right now you have to disconnect from the server to setup login traps or to hide. If you are #43 in line at login this can really screw your trap. Also it's a nice feeling to sit there in your dark ship waiting for your enemies and when the time is right start up your systems and get some action. Completely different to a simple logoff game with some friends in TS or vent. It shouldn't be necessary to logoff from the game to follow a strategy.
I don't know how the local chat will work in the future but if it's a delayed name list the cloak has the disadvantage that you appear there after a while. With the reactor shutdown you can remain invisible in the local channel. It's exactly as if you were offline. The restart time of the reactor should be the around or a little bit more than a complete login process on a normal machine.

I would have to agree with Tor. Its an interesting idea but I don't see it adding much for the effort it would take on CCPs part to add it to the game. Seems like a 'time delayed cloak' for all ships.

Sounds a lot like a submarine shutting down everything to keep from being detected. They certainly can't sit like that for a long time. I like the idea but again I don't see CCP implementing it, unfortunately. ------------------------------------

first of all no second im assuming that u want to still be able to scan and see things on overview WHILE ALL THE POWER IS OFFLINE? there is just no point to add this in when u can just log off and get the same result. so if u ever get stuck in the log in screen just think of it as your reactor taking a little more time to online than usual.

At what point would you consider using this tactic in a fleet fight? When you become primary target, you want to be getting repaired or warping out. Its too late to do anything else.
What you suggesting sounds like overcomplicated and inferior version of cloaking.

The fleet fight thing was just a suggestion. If you're primary you're dead thats for sure if you didn't get repped or the chance to warp out.
Yes a simple logoff might be better but with this method it would add more to the atmosphere of the game and people with slower machines can participate because they are back online within the same time as the others.

Overview is down, because your scanners are also down. Maybe they are in passive mode and can scan only limited distance - say 10 to 20 km. You need time to shutdown, even more time to restore your ship's power (say 5 sec vs 15 sec). You could be scanned - but it takes at least 4-5 probes in range and they should be relatively close. It can be used to hide from your enemies or to make ambushes in belts :) As a counterpart for belt ambushing we can have some special scaner module for med-slot, witch could detect such shut downed ships, so not to be ambushed. It also has a limited range. Just use your imagination and remember sci-fi movies how thay play hide and seek in asteroid belts :) That would be fun.
