I would like to add a new module that makes 'temporary secure cans'
I'm not sure what CCP's stance on can mining and ore theft is. The flagging is good, but lots of miners aren't PvPers, or their PvP alt is half-way across the universe, besides, the orethief is usually long gone by the time your combat rig gets there. The flagging has also recently been used in reverse as a trap for inexperienced miners. The flagging system is a solution, and it is better than nothing, but I would be grateful for a bit more security.
A mid-slot equipment (miners use low and high more than mid) with very low power(1), and low-ish cpu(5). The module would jettison a can that can only be accesed/tractored by the player, optionally their gang too (no password needed). The can would still be limited to the normal two-hour pop period. To prevent abuse, the module could have a high capacitor cost (200gj?) and a reset time of about 10-15 minutes, which will keep even the hardest miners happy, but still limit abuse in other areas. It would probably be used even if you made it run on 10m3 charges that cost 10k each.
Macro-mining could abuse the mod like the rest of the game, but, if you gave the charges a 1000/2000m3 size, they could still use it, but such macros would be considerably more difficult than the current system as their hauler would have to bring the charges and somehow drop them close enough to the mining ship. If needed, you could make the cans openable by the player that launched them only. Which would require their miners to dock and collect charges every hour/half hour, once again killing the efficiency and ease of macros.

I really don't see how this makes stealing ore from lazy jetcan miners easier...

There are several options available in-game that do exactly the same thing as the OP suggests. Various sizes of Secure Containers, as well as a whole ship, the Orca.
Since these options are available to the playerbase, where is the need for the ideas in the OP's post?
Learn to use what you already have.

You know ...it could be all simple...when you mine...you could release jet cans,and every other could be an bomb. So when people try to steal the wrong ones...pow!
lots of damage is done to an ship..and now the ship is open season for EVERYONE

If it was a can that could be anchored, yes, a regular jetcan, no. Tossing a bomb on a free can, because you don't want to mine with a friend, is overpowered. ---
