I have a few newb questions about COSMOS missions as they stand now in EVE (not when they were first created).
I know that there are COSMOS constellations in all of major factions' space.
1. My understanding is that you simply have to scan down a plex much like you would do in wormhole space and clear the plex. Is this understanding correct? Or are there agents for COSMOS plexes? Or both? 1a. If there are agents, what level are they?
2. What makes COSMOS plexes better than normal missions?
3. Don't they get farmed out fairly quickly or did Unholy Rage manage to get rid of the rabble clearing out the system?
4. How often do they respawn or take to despawn? If you clear a plex, does it only reset after downtime, or like some 0.0 plexes, do they only clear after 4 days?

Cosmos missions are just like regular missions for the most part.
If you just want to farm Cosmos plexes, there is a good one in Deltole. No need to scan it out. Just jump in (BC or smaller), kill stuff, hack cans, steal salvage, gank the mission fit pilots, whatever you like.
The respawn rate in that particular plex is such that it will rarely be empty of targets once you are past the first room. A miracle if you ever see the drone room cleared. I have seen 10 man teams not be able to do it. And a lot of people try as that is the only way to unlock the next gate.

Each COSMOS mission acts like a storyline mission in that they increase faction standing. That makes them useful if you want a quick boost in your faction. However, if you run all of the level 1 COSMOS missions for a faction, it will not increase your faction high enough (starting from zero) to get to the level 2 COSMOS agents, so you kind of have to do them over time.
They also have some unique rewards that you can't get anywhere else. Unfortunately most people will say they aren't worth getting. Most are just meta 3 or 4 items with really easy fitting requirements, but they get dropped as BPCs that need special skills to build, so they are not all that commonly used.

Thanks for the info. Can you only run the mission once for an agent, or can you keep cycling through the agents?

Read the introduction part, silly.
In regard to your question, COSMOS missions can be run only once per character. If you fail a mission or the mission timer expiries you will not be able to continue the storyline or any other storyline mission linked to it.
