A T1 battlecruiser such as the Hurricane or Harbinger seems to be the best compromise between cost and effectiveness.
I have a blog that focuses on this, but I haven't updated it in a while...

i am flying a cheapo t1 cruiser and i have been playing this game for a 4 years.
just above all else dont worry about dying, if you loose your ship get another and get straight back out there
This. I have alts of every race and can fly every recon/hac/etc but I spend 99.98% of my time in T1 cruisers/bc's. Isk efficiency ftw.

90% of all the PVP I've done/do is solo. And even though I rarely do it, it is bloody fun. Just a few nights back I got in one of my funnest fights ever.
After doing a bunch of ratting out in my 0.0 dead end system home, I decided to refit me trusty Myrmidon for PVP and head out looking for a fight. On the way to the gate a guy in a Stabber jumps in. I thought perfect, engage him, he melts pretty fast.
Before he goes down though, a couple new faces show up in local. Stabber guys corpmates. Hmm, could be tricky. They decloak and its a Rifter and a Devoter. This could be interesting. Finish off the Stabber, then focus on the Rifter who for some reason was orbiting me at 2k. Webbed, Disrupted, and Target painted. He's still moving too fast for my guns to do much but my drones kill him off.
Now for the Devoter. My armor seems to be holding through the fight so far, though my cap isn't. Put drones on the devoter and kill his shields. Watch as I realize he has an active armor tank, and is neuting me! Thats where my cap was going. Well...two can play at that game! I pull drones, deploy neut drones on him. In 30 seconds he's dead in the water. Bring damage drones out again and get him down to 20% armor.
Uh oh. The rifter and stabber pilot came back. (I didn't pod them, they just jumped system). Except this time they are in a Prophecy and a Myrmidon. Time to bail. Turn on MWD and start burning away from the gate. They drop a bubble on me and start chewing straight through my armor.
Interesting thing though. Only the Devoter had a point on me. And he wasn't chasing me either. Got out of disrupter range and the bubble in half structure, and managed to warp off in one piece. GF ~

The people saying it is dead are wrong.
Fit a frigate and go kill stuff. Skill points are the least important thing when it comes to solo pvp. A good pilot can split gangs, scan down a target extremely quickly, manage not to take damage from cruiser/BS guns, fight against odds, kill bigger ships easily, etc..
It is almost ALL about your flying. Fittings come second and skill points don't matter much at all. I have a friend that has been playing for about a week and already has over 10 kills, including destroyers and cruisers in his Punisher. He's doing great because he is DOING IT. You can only get good at solo pvp by DOING IT, not by posting on the forums how "dead" it is.
If you wait months before getting into it, you will only lose expensive ships. You can buy high SP characters and expensive modules, but you can't buy Experience. Solo pvp is where the good pvpers shine. Yes, it's hard and yes you will die like everybody else. Just make sure you learn something everytime you lose a ship.
If it seems dead to you, you are obviously not trying hard enough because countless people have been doing it since eve was born.

Empire Wolf,
Go ahead and go solo PvP. Come back in a couple of months and update your thread and tell us all your own decision on solo PvPing.
I am looking forward to your findings.
On another note, when I hear someone say 'solo PvP' it is my impression that it means going around and being able to PvP other players without those other players waiting till they have 3+ more friends before they engage.
But please, keep saying I am a terrible player with your alts because you like to troll in safety.

Well... some people just won't engage if it means they have a chance to lose their ship. Flying in a gang is hardly going to help there, unless they are epic fail at scouting (OK, common).
Sure, it gets absurd sometimes. Last night we were flying with two Hurricanes and baiting a Drake, Hurricane, 2x Myrmidon gang to engage us (lol) and they did not want. Then we were baiting a Dramiel, Ishkur, Drake, Harbinger (newish though) and Curse gang and they did not want either.

Last night we were flying with two Hurricanes and baiting a Drake, Hurricane, 2x Myrmidon gang to engage us in a belt and they did not want (they posted the bait Drake on a gate so they can do cool PVP with 2x the numbers and sentries on their side). Then we were baiting a Dramiel, Ishkur, Drake, Harbinger (newish though) and Curse gang and they did not want either.
Well in general most people think it is a trap if you see anything but a miner or a new player in a belt in low sec. Was not even this amused to see a Cyclone and Harb leaving the tackled Cane in the belt dieing to my pest because they expected I got a blob behind me. Really, solo PVP is alive and well. From my personal point of view the Provi invasion nerfed it a bit but not that much really...
Of course I lose a ton of ships doing it (and am currently in "ISK sink mode" about it) but the losses can easily be scaled to our respective wallets, if I was broke I would surely try out the T1 fit BS fad or W/E but atm I'm fine seeing what I can kill in a dram or a comet before I go down (To exaggerate quite a bit) :P ----------------------------------------------- www.eve-arena.com

quoting this again for truth. I pretty much never consider a way out when engaging and it works pretty well. losing a ceptor and taking down 2-3 is fun. getting away after a kill is a bonus, and if you treat it like a necessity you'll get a lot less good fights. Reward small gang/solo pvp!

I disagree with people that say to not worry about an exit plan or ship survival. Solo PVPPP is just about as much as killing the other guys as it is about escaping and being able to fight again.
I denied about 8 BC's my Vexor KM this morning, getting away at 25% Armor. They spent another 30 mins trying to probe me out camping both of my exit gates in a station less system. This was bit more fun than getting ganked and dying because I was able to grief their probers for quite some time and made them go home with blue balls.
Tear extraction, comes in many forms and it doesn't always have to come from a KM. Denying the blob your kill mail, can often be more satisfying and irritating to them than killing one or two.

The only way to generate more (and especially solo) PvP is to have fights where both parties get something out of it. Getting a few kills while going down in flames is generally more satisfying to both parties than trying to irritate the other party by denying them a kill.
Flying riskless ships is generally fun to the one flying it, but rarely fun for the other side. It will result in the other side trying to ignore the riskless pilot or simply bringing an ever bigger blob to minimize their own risk.
Flying a Cynabal generally does not encourage 1vs1's but discourages it. Flying a T1 cruiser generally encourages it.
Ask yourself the question if your opponent gets fun out of your playstyle, if yes, you are encouraging your style of PvP, if not, you are discouraging it. It is really as simple as that.

Flying a risk less ship does not provide the challenge that I'm after while out soloing. Sure I could be like every other flying homo and fly a Dramiel or Cynabal for no risk l33t PVP, but that's not really my thing.

I tend to use the Dram for very risky and very unl33t PVP at the moment (and thus find your bitter remark funny):
Take a Dram and go to the hotspots in the north right now (H-W, X-7 et al), engage anything that *might* be killable and not "fast" bait (this includes hostile Drams or pairs of them, blobs with noobish and too eager tacklers, Vagas, Sabres, Canes etc)... Of course ignore local count but maybe not the scanner.
Get kills, die a lot, have fun. Get trolled for losses by ******ed Mexicans.
Please do that and come back here and call it risk free l33t PVP of course :P
(Tho ofc many of my losses are somewhat ******ed but w/e really :P I would also like to use a Comet especially because of the ISK but really too many Drams about, atm another Dram is sadly the best counter while still being decent at engaging different hull sizes...) ----------------------------------------------- www.eve-arena.com

You forgot the drake, astarte and typhoon afterwards.
Anyway, many people here make the mistake of looking at pvp as a meeting of pvpers. This is of course not true. If someone has the idea of solo pvp being a knight riding in and poking a bunch of other knights' shields with his lance shouting challenges then dueling them all in turn, he's sadly mistaken. It would be way too arena styled for my liking and tbh I'm happy it's not that way.
Instead imagine you're a hunter. Got to admit I'm as much after kills as I am after fights when alone. Killing people who do not want to pvp is pvp too, and as such solo pvp is alive and well. Then ofc there is the 1 vs X situations which are very enjoyable if you manage to prevail but are sadly less common. The least common thing I see when soloing is another solo pvper wanting to fight, they mostly just run, ironically.

IMHO there is nothing better than solo pvp! However it takes a tremendous amount of 'player' skill, patience and a very thorough knowledge of game mechanics. Taking on odds is something you have to mentally prepare yourself for and be ready to handle at any moment with out the clumsy mistakes that can get you killed quickly. To me solo pvp is the 'end' game in eve not carebearing or being a starship trooper blobhead in 0.0. Your survival rate will gradually increase with your experience, SP and knowledge of ship fittings.I can't honestly tell you it will be fun with less than 10 Mil SP. However if your just trying to learn pvp then that would be ok to start out with less than that, but to get the most out of your ship for optimal performance and survivability you will need to have a respectable amount of sp in the ship and mods that your using.
The best way I learned was to hop on singualrity server, fit up some cruisers and warp to the cruisers and below beacon and get as many kills as you can before you pop. This way you learn how alot of popular ships being used are handled and how well you stack up against them. How many you can handle at once, what to do when x happens, what not to do when x happens.
That will help you gain some insight on your fighting capabilities, however this is much more to it than just the fight. You have to have some basic knowledge of game mechanics, such as gate gun activation, GCC, probing, D-scan usage, knowing when your being baited...so many minor things that will kick your survival up a few notches. Also don't be afraid to stand down, disengage and fight another day, you are a solo pvp'r not a suicidal ret@rd. This last part is tricky and something that can only be gaind thru experience, should you have disengaged or fought and maybe won the battle...who knows?...it's something that only you will know in that circumstance.
GL to you and c u and teh battlefield

TBH he flies a Vexor so I'm not sure what this has to do with him. I agree that taking a few down is worth losing your ship for anytime, but Mutnin has a point especially where you know the odds mean you won't even take someone with you before you assplode. In those situations Gee-ing the eff oh provides a challenge too and is quite fun giving the finger to blobby ****s.

Ed: (I type way too much without thinking) I was going to add that you get a lot less of that blueballing in the war torn north, most people truely are out to get you though OFC many a bit too effectively even for the wee FOTM ***got! (If flying agressively and "stupidly" that is) ;)
T1 cruisers are where it's at IMO and I don't mean faction cruisers. My solo fights have gone up quite a bit since I stopped trying to solo in BC's and dropped back down to cruisers. I love to just plop my Vexor down in the middle of a frig gang and go to town.
Granted, the area we live is kind of out of the way and dead much of the time and it's easy to over fish the locals so sometimes it's hard to find targets. If I flew closer to the blobby areas I'd likely have to rethink the T1 cruisers and maybe go frigs or something fast.

Tech 1 = T1 |= Tier 1. Generally speaking, there is no point using unnamed/T1/meta 0 modules, as in most cases named ones (meta 1-3) will be cheaper and offer better performance. Most notable exception being MWDs which are rather expensive.
But you most definitely do not need all T2 fittings on ships. Being able to field that increases chances, but as others have stated, experience counts more than a few % more damage. Sadly, there is exactly one way to gain experience.
