hey, we discussed today a bit in corp about current insurance system and other possiblities and what we came up with is this:
We all know that the current system is not very.... accurate. t1 ships get more payout than they actualy cost on market and t2/t3 ships are hardly worth to insurance at all.
what we thought about is linking the insurance system to the actual market. like: calculate the overage price of a ship from the markets in eve and take that as 100% payout for this ship. the calculations and workload for the servers should be not too bad because you don't have to do that for every single insurance request, you just need to calculate it once a day or a week.
maybe there are other good ideas, but i think this one is worth discussing

That or get rid of insurance entirely.
At any rate I do think another modification is needed. Simply put, the player should lose his insurance if he's commits a criminal act in high sec, such as suicide ganking, which are on the rise at the moment as people can apparently gank in T1 ships and make a profit regardless of outcome or loot.

QFT. Lowsec and 0.0 ganking is a solid part of the game, but carebears being protected by CONCORD till after they are done griefing you isn't. Suicide griefing is definitely something that is being looked into... CCP is just unsure what to do about it. However, the upcoming changes to insurance should drop the random griefing down by a bit. Along with this, if they were to make scanning an aggressive act (not CONCORDable, just something that allows the scanned player to fight back), that would pretty much turn suicide griefing into proper suicide ganking.
