Okay, so I've been playing for 2 years, and can't for the life of me figure out fleet boosting.
I've got 3 friends I form a fleet with. I am the only one with fleet booster skills higher than zero or one. I have decent ones and none of them do, so obviously they and I want me to be the fleet booster.
If they invite me to the fleet, nobody gets any bonus, even after they make me the fleet booster. Why is this?
If I invite them to a fleet, with everyone as a squad member, I get the bonus every time, but I don't know about them.
Does it have something to do with who's in the squad/wing? I don't really understand.

We were all in the same fleet, all undocked, all in the same deadspace in the same system.
The leader put me as the wing commander. Is that the issue?
When I invite them to a fleet, I'm the fleet commander, boss, and fleet booster. They're all invited as squad members.

In order for boosters to go down the chain someone with the appropriate level of skill needs to be in the appropriate leadership positions. At its most basic that means that you need to be squad leader and they need to be in your squad. If you are higher than squad leader but with no-one in the missing post then only you will get the boosts. In theory if you are squad leader you can pick someone else in the squad to be booster, but I've never known that to work properly. Boosts only go downward, never upward, and you only get the highest boost of anyone in the leadership chain.
I think all of the above is correct, but if i missed something, feel free to chip in.

TL;DR : get whoever is boss to "give boss" over to you, then move everybody in the same squad and get yourself in the squad commander position for that squad - they should get the exact same bonuses you do.

fleet works like a chain...if a link is broken it is worthless...
2 man fleet is the smallest chain you can have.
Squad commander and squad member. this can be expanded by more members as your leadership skill goes up with max 10 in squad with leadership 5 on the squad commander...
When you have a wing commander they must have wing commander skill = to the number of squads under them.
least amount with 2 boosters is Wing commander, squad commander, squad member....then the wing commander passes bonuses to all unless squad commander has higher in which case he and the squad member get the best bonus but not both bonuses as they don't stack it just picks the best one to pass down.
next is fleet commander, fleet commander is how many wings you can command minimum is fleet commander, wing commander, squad commander and squad member.
if you miss any of those the bonuses don't get applied.
expand out the less skilled guys into squad members, adding squad commanders(leadership 5 preferred) as you go over 10 squad members(9 members plus commander). As you max squads you can add a new wing and start again.
A common option we do is someone opens fleet and we do a pvp boost wing with a wing commander of good skill and a wing with mining boost with that wing commander of decent skill then set free move and you can join, and move to squad commander, or squad member of any squad based on skill and as long as there is a WC/SC/member then the nice bonus from the wing commander is passed to the squad. Some just join a squad without a commander and don't get bonuses as a result but can still do warp to squad member and talk in fleet chat which is all they want.
also if any in the chain are in a different system if breaks the chain...(if a member is out of system the other members still get the bonus it only breaks for the guy that left, but if a leader position is out of system it breaks for all that have boosts flowing through him).

Eve Tribune Article - Squad Boosts
Take a read of that article. It's something I wrote for the Tribune last year on this very subject.
If you still have questions, I'm happy to answer them.
Basically it boils down to 3 things: 1) having a qualified leader in the Squad commander position, 2) having a booster with appropriate skills 3) location, location, location - you need to be in the same system and undocked.
