In eve players are immortal, so a price on a head really doesn't matter so I believe that a bounty should be placed more on the targets wallet than on his head, so I believe bounties should be payed out in damages done.
A bounty is put on a player That player loses his ship The ISK pay out is equal to 80% percent (or similar concept) of the fair market value of that ship and any modules that ship contains. If podded, same concept with implants and perhaps some value based on the targets SP as well. (in case pod has no implants) Each payment being deducted from the total bounty on the target until the bounty is complete(however if only 5 ISK left on bounty then the pay out would be a max of 5 ISK).
With this system bounty hunters, as a player profession, could exist. Payouts might not always be big but isn't the point of the bounty to grief the target and cause him to actually lose ISK and time? And not to mention that just means the bounty hunters have more to fight.
Something like this could also be applied to corps or alliances as to give a bonus to whomever kills your enemy, without your enemy having a method to profiteer on their own bounties.
Any feed back would be greatly appreciated.

Let supose:
A player have 2 chars in different accounts, jack and John
Jack has 100m bounty. Jack buy a BS (-100m ISK) Jack insure the BS (-30m ISK) John kill Jacks BS (+80m ISK) Jack collect insurance payout(+90m ISK) Total +140m ISK for Jack+john, bounty lowered to 20m
How do you plan to prevent something like this?

As far as the implants go, this would help prevent someone from simply jumping into an empty clone and claiming the money for themselves at little cost. If someone has a bounty on their head that causes them to lose money by just having themselves killed multiple times, not to mention wasted time, there is a chance they will wear implants anyway since the bounty isn't easily removed. Either that or they could fly with no implants which hinders them and supports the point of the bounty, hindering someone who screwed you.
