I don't think anyone's really surprised. It's actually the complete predictability of it that is so ****ing annoying. CCP have NEVER been able to deploy patches properly. They ALWAYS overrun. And they NEVER think to perhaps extend the time estimate for the patching process to make sure they don't jerk people around for hours.
It's just the same old CCP. Incompetence, arrogance, complacency, and a frankly mind numbing disregard for their paying customers. The fact that patch notes came out an hour into extended DT say it all...
They've been very clever in their PR actually. At the top you have the ever affable CEO, who always comes across well. So on the face of it, you might be forgiven for having faith in the company. But middle management (best exemplified by the arrogant Nathan Richardson) is at best dead weight, and these guys seem incapable of hiring qualified staff to make sure CCP delivers on it's promise of "excellence".
Oh - and did I mention T20? Guess he's still there...

That's just it. Every MMO game company is crap at estimating patch times. Things never go as planned, I can understand that.
The solution? Over-estimate patch times by 50-100%. If you think it will take 3 hours, tell the users 6. If you deliver in 3, 4, or 5 hours you look badass because you beat the deadlines.
If instead you are constantly running over your estimates, it makes you look inept and very poor at planning. I think I'd choose looking like a badass over looking like a ******ed monkey with a keyboard. No MMO has figured that out yet. Nothing ****es a user off more than being told "You can play at xx:xx", and when xx:xx comes around the game is still down and you extend the downtime another 1+ hours after the deadline has already been reached.

Hey, I actually have hot water today...and it happened last time DT was extended, too... I think I see a pattern emerging... Ext'd DT = Available hot water in my building...dammit, I might get a hot shower regularly at this rate of patch deployments! ! Could it be true?

The surprising thing is that you're surprised that you find it surprising that peeps are surprised when DT's are surprisingly extended, because the surprising extensions are not a surprise at all. 'Cos when a surprise is predictable it ceases to be a surprise.

If they overestimate, people will just come to the forums nerd raging and mashing their keyboards saying stuff like "OMG CCP I SET MY ALARM TO WAKE UP AT 4PM BECAUSE YOU SAID SERVERS WOULD BE DOWN UNTIL THEN!!!11!!! THEY WERE UP AT 2PM!!!111!!! I MISSED AN HOUR OF GAME TIEM!!1!"
